The Manager, Program Management Office (PMO) Deployment is a key leadership role that establishes and controls how projects and programs are managed within the Company's portfolio of customer projects and internally to deliver solutions within the Customer Delivery organizaiton. This role is responsible for developing and refining effective Project Management processes, sound project controls and governance, comprehensive reporting processes, identification of portfolio issues and risks, as well as responsible for Request for Proposal (RFP) response preparation and resource assignment. This role also works closely with functional managers to forecast project workload and impacts on resources. Skills for this position require a strong working knowledge in business management, finance, planning, forecasting, and personnel in order to manage a team of PMO Analysts. Besides the knowledge of best practices and industry standard Project Management (PM) processes to initialize, plan, execute, control, and monitor a project, this position uses skills and leadership competencies for process improvement, team building, negotiations, decision making, problem solving, and conflict management. Ensuring scope, cost, schedule, and contractual deliverables are met, this position applies techniques to build a tighter structure for how customer projects are planned, reported, tracked, controlled, and closed.

Key Responsibilities
  • Responsible for leading and managing a Project Management Office (PMO) function in daily support of the execution of delivery of our portfolio of customer projects and programs.
  • Leads the development and refinement of PMO processes that meet the organizations' requirements and goals.
  • Develops and implements PMO processes and policies, influences project management staff, and works with other department leaders to define, prioritize, and develop internal initiatives for improvement.
  • Defines the PMO Service Offerings and ensures that all project managers adopt the methodologies, standards, Project Management (PM) tools, systems, and processes.
  • Responsible for monitoring and reporting progress of the Company's portfolio of programs through governance, reporting of issues and risks, and use of appropriate metrics.
  • Successfully leads the team in complex projects under tight timelines.
  • Develops tools to manage programs in a consistent, structured, and standardized way.
  • Develops resource planning and workload planning tools and techniques.
  • Supports RFP responses related to program delivery functions and resources.
  • Designs, develops, and maintains reports, metrics and other documentation to support PMO and executive management team.
  • Develops processes to ensure compliance with existing PM processes to ensure consistent project management methodologies.
  • Leads a team that coaches, trains, and mentors less experienced project managers and those requiring additional training in the use of consistent methodologies to manage programs.
  • Expected Travel: Up to 25%

Education:

Bachelor’s Degree

Experience:
  • 10 years of experience in project management/PMO management
  • Strong background in written communications to include RFPs, strategy reporting, metrics, and other corporate reports
  • Experience in the utility, telecommunications, construction or similarly regulated industries is preferred
  • Experience working in a PMO, ideally establishing or leading a PMO organization
  • Strong understanding of PMI best practices
  • Current Project Management Professional (PMP) Certification prefered.
Preferred Qualifications/Skills:
  • Strong communication, negotiation and interpersonal skills
  • Strong knowledge of PPM software
  • Effective customer relationship management skills
  • Recognizes and articulates complex problems related to a project or portfolio of projects and programs
  • Strong MS Office Suite user including MS Project, as well as SharePoint administration skills
  • Ability to present ideas, expectations, and information in a concise and organized way for upper management
  • Experience working with multiple teams

Working Conditions:

Typical indoor office environment with the majority of time spent sitting and working on a computer using keyboard, mouse, and monitor. Occasional use of other devices such as: phone, copier/printer/fax, etc.

Pay is in the range of $127,100-$168,875 per year. The actual base salary offered depends on a variety of factors, which may include, as applicable, the qualifications of the individual applicant for the position, years of relevant experience, specific and unique skills, level of education attained, and certifications or other professional licenses held.
