Business Solutions Analyst

Mandatory Qualifications:
Possession of a bachelor's degree, additional qualifying experience may be substituted for the required education on a year-for-year basis.
(Two (2) consecutive years within the last five (5) years) Experience performing business analysis functions for large-scale (multi-million dollar) systems implementation or business enhancement projects.
(Two (2) consecutive years within the last five (5) years) Experience applying an industry-recognized business solutions analysis framework or methodology, such as (for example and without limitation) the Business Analysis Body of Knowledge (BABOK), to system implementation or business enhancement projects.
Responses must include specific information about the framework or methodology used and the manner in which it was applied to the project.
Desirable Qualifications:
Professional business analysis accreditation/certification, such as International Institute of Business Analysis (IIBA) Certified Business Analysis Professional (CBAP) or Project Management Institute Professional in Business Analysis (PMI-PBA) certification, current and in good standing.
Note: Proof of certification must be included with response.
Experience reviewing, assessing, and interpreting federal interoperability regulations or industry standards, such as the CMS Interoperability and Patient Access Final Rule; ONC Cures Act Final Rule; Health Level 7 (HL7) Fast Healthcare Interoperability Resources (FHIR) specification; etc.
Additional years of experience beyond the mandatory minimum qualifications listed above.
Membership or participation in national workgroups for the advancement of health information and interoperability standards.
Experience with State of California programs and organizations, or other similar government experience.
Knowledge of the national Medicaid program, particularly the functions and operations of State Medicaid Agencies.
Education: Possession of a bachelor's degree, additional qualifying experience may be substituted for the required education on a year-for-year basis.
Certification: Professional business analysis accreditation/certification, such as International Institute of Business Analysis (IIBA) Certified Business Analysis Professional (CBAP) or Project Management Institute Professional in Business Analysis (PMI-PBA) certification, current and in good standing.
