Job Description:

Nebraska DHHS is seeking an experienced MMIS Business Analyst Team Lead to guide high-impact projects supporting Nebraska's Medicaid Management Information System. This role is ideal for a strategic leader with strong MMIS and Medicaid experience who thrives on coordinating cross-functional teams, managing complex project timelines, and driving clear communication between business users, technical teams, and vendors. If you're passionate about improving Medicaid systems, mentoring analysts, and ensuring projects stay on track while supporting healthcare access for Nebraskans, this is your opportunity to make a meaningful difference.
This is not a remote or hybrid position. The position is required to work on site in the Nebraska State Office Building in Lincoln NE.

Examples of Work

Job duties include:

  • Serve as the lead business analyst for analysis, documentation, and testing Medicaid Management Information System (MMIS) business requirements.
  • Coordinate complex systems project development from initiation through implementation, acting as a liaison between the MMIS team, other DHHS teams, DHHS business users, and external vendors.
  • Facilitate and manage communications at all levels for all project logistics.
  • Estimate project scope, determine project completion timelines, monitor progress, and keep projects on track and on schedule.
  • Coordinate with MMIS Team leads and Project Managers to develop and maintain project plans for assigned projects.
  • Assign projects/tasks to business analyst team members and manage/monitor workloads.
  • Actively monitor project risks and scope creep to foresee, identify potential problems, and proactively identify solutions.
  • Measure, track and communicate project status to team, supervisor, department leaders/managers, and business clients.
  • Support, mentor, and coach IT business analyst team members.
  • Review and recommend changes if needed to BA/TA documents (Meeting Agenda, Minutes, research documents, BSRD, design, test scripts, testing results, etc.).
  • Manage the flow of day-to-day operations and production support activities.
  • Review/Assign/respond to production support issues.
  • Facilitate Daily (BA, BA/TA) meetings (huddle etc.), meetings with clients, external vendors etc.


Requirements / Qualification:

Minimum Qualifications: Experience in the analysis of business processes and system requirements, and the creation of business process solutions for large-scale business system applications within the health insurance industry.

Preferred Qualifications:

  • Experience in MMIS (Medicaid Management Information Systems), including HIPAA X12 transactions.
  • Experience in Medicaid claims processing, eligibility, provider enrollment, and third-party liability.
  • Project planning and management abilities.
  • Experience working with Medicaid program rules and regulations.
