Job description

Duties: Under the direction of the Director of Finance,

  • Ensures internal controls are in place and followed to prevent fraud and produce timely and accurate payroll related output.
  • Supervises and trains staff on payroll and retirement benefit related processes and procedures. Adjusts workloads as necessary.
  • Oversees the submission, review and processing of bi-weekly employee payroll and monthly retiree payroll.
  • Oversees retirement benefits administration function, including knowledge of retirement savings plan provisions, approval of pension calculations, reporting and reconciling census data for annual actuarial valuations, and being the point of contact for pension related requests for annual financial audits.
  • Ensures strict compliance with all federal, state and local regulations for payroll tax withholdings, payments and reporting.
  • Ensures accurate and timely processing of the set-up, distribution, file transfer and ACH funding of employee and employer benefits contributions.
  • Acts as the internal expert for RCOC's time entry software and ADP configuration, troubleshooting and reporting.
  • Contributes and/or makes recommendations to agency payroll policies and procedures.
  • Collaborates with Finance Department management and RCOC's Information Technology division to develop, test and implement new or updated system processes and improvements.
  • Works with other departments for guidance to ensure payroll and retirement plan administration complies with legal requirements and collective bargaining agreement language.
  • Ensures proper accounting setup for RCOC's time entry system user menus.
  • Must perform duties in a professional and courteous manner to promote a positive image of the Road Commission for Oakland County.
  • Requires a daily schedule that supports RCOC hours of operation.
  • Regular and predictable on-site job attendance is an essential function of this position.


Special experience/education:

  • This position requires a bachelor's degree from an accredited college or university with a major in Accounting, Finance or Business.
  • A minimum of five (5) years of experience in accounting and payroll is required.
  • Experience with ADP Workforce Now software is preferred.
  • A minimum of three (3) years of management experience is preferred.
  • Must possess and maintain a valid State of Michigan Driver's License.
