Position Summary
The Senior Manager, Payroll oversees the end-to-end administration of a complex, multi-state payroll operations for approximately 4,000 U.S. employees and Canadian based employees. This role ensures timely, accurate, and compliant processing of payroll using ADP GlobalView, ADP eTime and ADP Streamline (Canada) and Workday (HRIS). The ideal candidate is an experienced payroll professional with deep knowledge of U.S. wage and hour laws, multi-jurisdictional tax regulations, reporting and processing of stock-based compensation (RSU and ESPP) awards, including related disposition payroll tax reporting for employees (qualifying and non-qualifying) and a commitment to process optimization and accuracy.
Key Responsibilities
  • Lead and manage all aspects of payroll operations for ~4,000 U.S and Canadian. employees across multiple states using ADP GlobalView, ADP eTime , ADP Streamline and Workday.
  • Supervise a team of payroll analysts, ensuring accuracy, timeliness, and compliance with federal, state, and local regulations.
  • Oversee payroll processing cycles, including onboarding, terminations, off-cycle payments, and adjustments.
  • Manage payroll tax filings, reconciliations, year-end processing, W-2s, T-4s, and garnishments.
  • Partner with HR, Finance, and Accounting to ensure accurate general ledger postings, reconciliations and benefits.
  • Partner with Compensation, Benefits and Tax team as main point of contact for employment tax matters.
  • Maintain and update payroll policies, procedures, and internal controls to ensure compliance and operational efficiency.
  • Own, design and execute payroll SOX controls, including documentation, testing support, and continuous improvement.
  • Serve as the primary liaison with ADP for system configurations, enhancements, and issue resolution.
  • Monitor compliance with wage and hour laws, including multi-state taxation, overtime, and leave laws.
  • Identify and implement process improvements and automation opportunities within ADP systems and related workflows.
  • Manage audits (internal, external, and governmental) related to payroll and payroll tax.
  • Ensure confidentiality and protection of sensitive employee data in accordance with company policies and applicable laws.

Qualifications
Experience and Education
  • 10+ years of progressive payroll experience, including at least 5 years in a leadership or managerial role. Previous experience working within a publicly traded company in the Technology industry is preferred.
  • Proven experience managing and executing payroll within companies operating in the U.S. with multiple states and large employee populations (4,000+).
  • Bachelor's degree in Accounting, Finance, Business Administration, or related field (or equivalent experience).
  • Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) preferred.
  • Experience in managing payroll system implementations is a plus.
  • Advanced proficiency with payroll systems (ADP GlobalView and ADP eTime) and financial ERP systems (Oracle) preferred.

Knowledge & Skills
  • Extensive knowledge of U.S. and Canada federal payroll and multi-state (province) regulations and compliance (including California).
  • In-depth understanding of federal and state payroll tax laws and wage/hour regulations.
  • Hands-on experience in payroll accounting, reconciliations, and reporting.
  • Deep experience in reporting and processing of stock-based compensation (RSU and ESPP) awards, including related disposition payroll tax reporting for employees (qualifying and non-qualifying). This includes equity compensation reporting related to acquisitions and cross-border transfers.
  • Experience working with multiple state and local tax agencies in order to resolve tax variances, setting up new state employer accounts such as SIT, SUI, Unemployment, Family and Medical leave and local tax jurisdictions.
  • Deep expertise in SOX compliance, internal controls, and audit support within payroll.
  • Strong analytical skills, attention to detail, and problem-solving ability.
  • Excellent leadership, communication, and interpersonal skills.
  • Ability to prioritize, manage deadlines, and thrive in a fast-paced environment.

Physical Demands and Work Environment
  • This is a hybrid role, located within F5's Seattle-based headquarters.
  • Duties are performed in a normal office environment while sitting at a desk or computer table.
  • Duties require the ability to utilize a computer, communicate over the telephone, and read printed material.
  • Duties may require being on call periodically or working outside normal working hours (evenings and weekends).

The annual base pay for this position is: $137,600.00 - $206,400.00
