Part Time Inmate Classification Specialist Jobs (NOW HIRING)

Position Summary

The Federal HR Classification Specialist delivers expert-level position classification and position management support to the Federal Trade Commission's Human Capital Management Office. Supporting an agency workforce of approximately 1,200 employees across Headquarters and regional offices, the Specialist researches, analyzes, and classifies positions across General Schedule, SES, SL, and political appointee categories, and produces classification packages that are complete and technically sound on submission — requiring no substantive edits by FTC HR Specialists who retain signature authority. The role also builds internal FTC capacity through consultation and knowledge transfer with trained but less experienced classification staff.

Key Responsibilities

Position Classification & Position Management

Conduct classification evaluations for General Schedule, SES, SL, and other federal positions.

• Develop new and revised Position Descriptions (PDs), evaluation statements, and related classification records.
• Conduct desk audits, employee and supervisor interviews, and position management reviews, including responses to requests for accretion of duties.
• Produce complete classification packages including PD narratives, OF-8 cover sheets, FLSA determinations, and coding recommendations that meet FTC accuracy and quality standards.
• Support classification projects such as agency-wide PD updates and classification standard application reviews.
• Provide position management and organizational structure analysis in support of efficient, legally compliant workforce planning.

Consultation, Advisory Support & Knowledge Transfer

• Provide expert consultation on complex HR issues, including classification of SES, SL, and political positions.
• Offer recommendations on workforce planning, position management, and organizational alignment.
• Collaborate with trained but less experienced FTC classification staff to build internal agency capacity.
• Draft and refine policies, SOPs, and classification resources supporting consistent agency practice.

Compliance & Records

• Ensure all work complies with 5 U.S.C. Chapter 51, 5 CFR Parts 214, 511, and 551, applicable OPM classification standards, the Classifier's Handbook, and the Occupational Group Handbook.
• Ensure compliance with Merit System Principles and avoid prohibited personnel practices.
• Maintain secure handling of all sensitive personnel data and records in accordance with the Privacy Act and FTC policy.
• Maintain and support the contract Quality Control Plan.

Required Qualifications

• Bachelor's degree, or equivalent experience (Required).
• Ten (10) or more years of experience applying federal classification standards and position management principles (Required).
• Demonstrated experience classifying positions at all grade levels and across job families (Required).
• Demonstrated experience with SES and SL classification requirements (Required).
• Experience drafting policies and SOPs and applying OPM classification standards (Required).
• Ability to commute to and work on-site at 600 Pennsylvania Avenue NW, Washington, DC 20580 (Required). Telework is permitted only at FTC discretion.

Preferred Qualifications

• Prior classification support to a federal regulatory or law enforcement agency with a professional workforce of attorneys and economists.
• Experience leading agency-wide PD standardization or classification consistency reviews.
• Experience serving as an on-site team lead or quality control reviewer on a federal HR services contract.

Security & Suitability Requirements

• Must pass the required FTC background investigation processed through the FTC Personnel Security Unit (PSU).
• Must be eligible for a PIV card under HSPD-12.
• Must clear E-Verify and OPM Central Verification System pre-screening, and submit fingerprints and required security forms no less than 15 business days prior to Entry on Duty.
• Must execute the FTC Nondisclosure Agreement for Contractors and complete FTC privacy and security awareness training.
• Must protect confidential information under the Privacy Act of 1974 and FTC policy on Sensitive PII.

Employment Terms

Job Type: Full-time, Contract · Work Location: In person, Washington, DC 20580

Period of performance: one 12-month base year from date of contract award, plus four 12-month option periods. This is a labor hour position; only productive direct labor hours are billable. A part-time second classifier position (up to 1,664 hours per year) may also be available as an option.
