Are you an experienced municipal operations leader who enjoys building high-performing teams while delivering reliable public services? The City of Beaumont is seeking a Manager, Parks and Roads Operations to provide strategic and operational leadership for our Parks and Roads & Drainage teams. This position plays a key role in planning, delivering, and continuously improving essential municipal services that enhance the quality of life for our residents and support Beaumont's continued growth.
What YOUโ€™RE Responsible for:
  • Providing strategic and operational leadership for the City's Parks and Roads & Drainage operations while ensuring safe, efficient, and reliable service delivery.
  • Leading, mentoring, coaching, and supporting Team Leads and operational staff while fostering a collaborative, accountable, and high-performing team culture.
  • Developing operational plans, business plans, service standards, annual objectives, and preventative maintenance programs that support long-term service delivery and continuous improvement.
  • Overseeing the maintenance and lifecycle management of roads, sidewalks, bridges, culverts, stormwater infrastructure, road signage and traffic control devices, parks, playgrounds, athletic fields, trails, outdoor skating rinks, cemetery, and other municipal assets.
  • Leading annual operating and capital budget development, financial forecasting, procurement activities, contract administration, and ongoing budget management.
  • Managing Requests for Proposals (RFPs), service contracts, purchasing activities, and agreements while ensuring compliance with City policies, legislation, and approved budgets.
  • Collaborating with Engineering, Planning, GIS, Asset Management, Municipal Enforcement, and other internal departments to support infrastructure planning, road use agreements, development activities including civil drawing review and site inspections, and operational service delivery.
  • Preparing reports, recommendations, presentations, and information for Senior Leadership, Council, and Committees.
  • Building positive working relationships with residents, contractors, developers, regional partners, and community organizations while responding to inquiries and resolving operational concerns.
  • Responding to operational emergencies, weather events, and after-hours service disruptions as required to ensure continuity of essential municipal services.
  • Promoting a positive health and safety culture while ensuring compliance with applicable legislation, corporate policies, and safe work practices.
  • Supporting innovation, operational excellence, and continuous improvement across the Public Works department.
What YOU Bring:
  • A bachelor's degree in Business Administration, Civil Engineering, or a related discipline; or an equivalent combination of education and progressively responsible experience.
  • Minimum five (5) years of progressively responsible experience overseeing municipal roads, parks, public works, infrastructure maintenance, or related operational services.
  • Minimum five (5) years of supervisory or management experience leading operational teams.
  • Experience developing, implementing, and coordinating municipal operations and maintenance programs.
  • Experience preparing, administering, and monitoring operating and capital budgets.
  • Experience managing procurement processes, contracts, service agreements, and Requests for Proposals (RFPs).
  • Strong knowledge of municipal operations, infrastructure maintenance, construction management, asset management principles, and applicable legislation.
  • Experience using computerized maintenance management systems (CMMS) and Microsoft Office applications.
  • Demonstrated ability to lead teams through coaching, performance management, workforce planning, and employee development.
  • Strong organizational, communication, relationship-building, financial management, and problem-solving skills.
  • Demonstrated ability to manage competing priorities while building collaborative relationships with employees, residents, contractors, developers, elected officials, and community stakeholders.
  • A valid Class 5 Driver's Licence with an acceptable driver's abstract.
Assets:
  • Previous experience working in a municipal environment.
  • Experience using Geographic Information Systems (GIS) and other operational technologies.
  • Experience with asset management planning and lifecycle management practices.
  • Knowledge of Alberta municipal legislation and regulatory frameworks related to municipal operations.
  • Professional training or certifications related to public works, infrastructure management, leadership, or project management.
