Job description

PACE Executive Director

Camarena PACE

Full-Time | June 2026 Start

Camarena PACE is seeking an experienced and mission-driven Executive Director to

provide strategic leadership and operational oversight for our Program of All-Inclusive Care

for the Elderly (PACE). This role is responsible for ensuring high-quality care, regulatory

compliance, financial performance, and sustainable program growth.

Position Summary

The Executive Director oversees all leadership functions for Camarena PACE, including

operations, compliance with federal PACE regulations, quality improvement, participant

safety, enrollment, health plan management, and financial performance. This position

reports directly to the Chief Executive Officer and serves as the primary leader for the PACE

program.

Key Responsibilities

Program Leadership & Oversight

• Provide strategic leadership and day-to-day management of all PACE program functions

• Supervise and develop the PACE leadership team

• Represent the program within the community and at state and national levels

• Partner with the governing body and CEO to ensure accountability and strong

performance

Regulatory Compliance & Governance

• Develop and manage the PACE Compliance Plan

• Ensure compliance with all CMS and State Administering Agency (SAA) regulations

• Prepare for and manage CMS and SAA audits and surveys

• Maintain and update policies and procedures to meet regulatory requirements

Quality Improvement & Service Delivery

• Oversee the Quality Improvement Program in collaboration with the Medical Director

• Ensure the delivery of safe, effective, and participant-centered care

• Use data to drive continuous improvement and report performance to leadership

Financial & Growth Management

• Oversee the fiscal health of the program and manage the annual operating budget

• Achieve census growth targets and support enrollment goals

• Develop and execute marketing and outreach strategies


Strategic Planning & Expansion

• Lead long-term strategic planning efforts

• Identify and implement expansion opportunities aligned with organizational goals


Qualifications

Required:

• Master’s degree in a related field (preferred)

• 3–5 years of progressive leadership experience in healthcare or long-term care,

preferably in a capitated or managed care environment

• Demonstrated experience in program development, strategic planning, budget

oversight, and organizational growth

• Strong knowledge of healthcare regulatory requirements and compliance frameworks

• Excellent leadership, communication, and interpersonal skills


Preferred:

• Experience working with PACE or similar programs serving frail elderly populations

• Experience working with governing boards or advisory committees

• Bilingual (English/Spanish)


Other Requirements:

• Basic Life Support (BLS) certification

• Must be willing to complete PACE-specific training upon hire

• Ability to travel as needed for meetings, audits, and community engagement
