JOB SUMMARY: The Program Manager provides comprehensive management of the Welcome Home Reentry Permanent Supportive Housing Program, ensuring that the program and services are in accord with best practice standards, contract and grant requirements, and agency practices and procedures. The position oversees fiscal, operational, administrative, staff management, and quality practices of the program; seeks and develops outside funding sources; and liaises with external community partners.


SUPERVISORY RESPONSIBILITY: Provides administrative supervision of 3 FTEs.


ESSENTIAL DUTIES and RESPONSIBILITIES:

  • Manage and oversee the administrative and daily operations of the program in support of overall program goals and objectives.
  • Provide staff supervision which includes recruiting, hiring, performance evaluation, training, and professional development; set standards for customer service; conduct regular staff meetings; communicate policies and procedures; and facilitate team dynamics. Oversee and manage volunteer activities on site.
  • Manage the shelter emergency management and reporting systems.
  • Manage program budget and expenditures to ensure that available funds and resources are used efficiently.
  • Work with Director of Reentry Services to identify potential donors or sources of funding. Plan and implement outreach strategies with identified donors and funding sources.
  • Oversee and maintain quality program practices, ensuring compliance with best practice standards, contract grant requirements, and agency practices and procedures.
  • Perform other job-related duties as assigned.
Requirements:

EDUCATION and EXPERIENCE:

  • Bachelor’s degree in human services or related field.
  • 3 years of progressively responsible non-profit experience in program management.
  • 3 years of experience working with correction officials and/or is a correctional setting.
  • 2 years of supervisory experience.
  • Driving is required. Must have a valid driver’s license and clean driving record.

SKILLS and COMPETENCIES:

  • Knowledge of budgeting and fiscal management principles.
  • Knowledge of contracts and grants preparation and management.
  • Skill in the use of computers, preferably in a PC, Windows-based operating environment.
