Job Description
We are seeking highly motivated Oracle technical professionals/developers to become an integral part of a team that is responsible for supporting the operations, development, implementation, integration, and maintenance of our client's Oracle Federal Financial EBS (on-premises) system (hosted on the AWS cloud). We are seeking responsible, results-oriented Oracle technical professionals with a passion for detail, achievement, and innovative thinking, to provide advanced solutions to business challenges.
The Oracle EBS Developer is responsible for the design and development of report, interface, conversion, enhancement, and workflow (RICE-W) elements aligned with Oracle Federal Financials in an O&M/help desk environment and must have experience troubleshooting user issues, responding to requests for change, and providing innovative solutions that can be efficiently and effectively implemented.
Responsibilities
  • Provide technical support for Oracle Federal Financials Applications in an O&M environment, including troubleshooting, analysis of alternatives, design, development, unit testing, and implementation of solutions and enhancements, upgrade support, and system modernization.
  • Support Oracle apps in an AWS environment.
  • Support and execute technical activities aligned with Oracle Federal Financials and related RICE-W, including design, development, and maintenance of RICE-W
  • Troubleshoot and resolve the technical issues reported by users, while supporting change control processes.
  • Research and address client inquiries and emerging issues.
  • Meet with the customer and manage the analysis through the design, development, and deployment phases.
  • Prepare design alternatives and technical design specification documents.
  • Support efforts to prioritize and reduce issue backlog.
  • Identify opportunities for innovation and automation.
  • Provide daily support for existing interfaces, reports, and enhancements.
  • Participate in system improvement efforts.
  • Support agile development and releases.
  • Interact with Oracle for critical incidents, patches, changes, and upgrades/service bulletins.
  • Support Critical Patch Updates (CPUs) and other patching efforts through research and testing.
  • Support Disaster Recovery (DR) and Continuity of Operation (COOP) and other system security activities.
  • Develop and maintain supporting documentation (e.g., designs, etc.).
  • Support annual and one-off system audits.
  • Provide strategic thinking and collaboration with extensive information sharing.
  • Produce all work products and deliverables with quality and on schedule.

Qualifications
Required Qualifications
  • Hands-on experience providing technical support and development aligned with Oracle Federal Financials
  • Extensive experience in an O&M and/or help desk environment
  • Experience supporting interfaces to/from Oracle EBS
  • Experience designing, developing, unit testing, and deploying RICE-W elements
  • Experience developing and maintaining system documentation
  • Experience supporting change requests following agency governance procedures
  • Experience prioritizing, troubleshooting, analyzing, and solving user reported system and process issues
  • Experience working in an agile development environment
  • Strong experience with PL/SQL, Oracle reports, Oracle forms, Oracle Alerts and Workflow development and maintenance (e.g., customizations and extensions)
  • Experience performing technical analysis of patches and open SRs
  • Experience performing impact analysis of periodically released Oracle product updates
  • Strong experience developing and maintaining interfaces and enhancements
  • Experience providing operational support of Oracle EBS Federal Financial Modules on a daily basis
  • Strong written and oral communication skills
  • Bachelor degree in Engineering, Computer Science, or related field
  • 5+ years of relevant experience

Highly Desirable Qualifications
  • Experience providing technical support for Oracle Loans
  • Experience with Comprizon Suite or similar contract management system
  • Experience with Go.gov travel system
  • Master degree in Engineering, Computer Science, or related field
