Job description

Job Title: OPI & Quality Control Supervisor

Department: Construction

Job Summary

The OPI & Quality Control Supervisor is responsible for overseeing all OPI Leads and Outside Plant Inspectors (OPIs) while managing the companyโ€™s overall construction quality control program. This role ensures that all fiber optic and cable plant construction activities meet engineering specifications, industry standards, and company quality requirements.

The supervisor will lead field inspection teams, enforce construction standards, manage training and performance metrics, and work closely with project management and engineering to ensure projects are delivered safely, efficiently, and with the highest quality standards.

Essential Duties & Responsibilities:

  • Supervise and coordinate the daily activities of OPI Leads and Outside Plant Inspectors (OPIs) to ensure timely and accurate field inspections.
  • Oversee quality control for fiber optic and cable plant construction including directional drilling, aerial and underground fiber placement, splice enclosures, hand holes, grounding, and bonding in accordance with engineering designs and industry standards.
  • Conduct field audits and inspections to verify contractor work quality, safety compliance, and adherence to project specifications.
  • Monitor inspection reporting and documentation within Ocius-X and ensure all construction records, maps, and material usage are updated accurately and in a timely manner.
  • Identify construction issues, trends, or quality concerns and communicate findings to project management, engineering, and leadership while supporting resolution efforts.
  • Manage OPI team performance including training, onboarding, scheduling, and ongoing development to ensure consistent inspection standards.
  • Review team reporting, safety scorecards, and performance metrics and provide regular updates to the Director of Project Management.
  • Ensure all OPIs maintain required tools, equipment, and vehicle inspections in accordance with company policies.
  • Coordinate field support and training for contractors related to inspection procedures and Ocius-X reporting requirements.
  • Perform additional duties as assigned to support construction quality, project timelines, and operational needs.

Job Qualifications:

  • High School Diploma or equivalent required; technical or construction education preferred.
  • 5+ years of experience in telecommunications construction, fiber optic networks, or outside plant inspection.
  • 2+ years of leadership or supervisory experience preferred.
  • Strong knowledge of fiber construction practices including: directional drilling, aerial construction, underground fiber placement, grounding and bonding, splice enclosures and hand holes
  • Experience with construction documentation systems such as Ocius-X or similar platforms.
  • Must be able to travel as needed to various project sites and markets, which may require long hours and flexibility in schedule.
  • Ability to work long hours involving overtime and weekends, as necessary.
  • Ability to respond to the needs of a 24/7/365 operation.
  • Must be able to work emergency schedules during natural disasters and network outages.
  • Individuals must have a valid driver's license and clean driving record meeting the company and insurance policy conditions.

Physical Requirements:

  • Ability to lift up to 50 pounds several times a day.
  • Overhead lifting of over 20 pounds.

  • Ability to climb and work at elevations (i.e., ladders, poles, lift trucks) exceeding 18 feet.
  • Ability to work in confined spaces (i.e., attics, crawl spaces, utility holes).
  • Ability to walk, bend, kneel, and stand for extended periods.
  • Ability to lift and carry locating equipment as required.
  • Ability to work in all weather conditions.
  • Must be able to stand for long periods of time on varied surfaces.

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel; reach with hands and arms; talk or hear. The employee frequently is required to stand, walk, and sit; climb, balance, stoop, kneel, crouch or crawl. The employee must frequently lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision depth perception, and ability to focus.
