What You Will Do
This position will be filled at either the Operations Specialist 3 or 4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
The Operations Specialist for the Readiness and Training Division (RT-DO) will report to the Readiness Operations Manager and will be responsible for supporting the LANL Readiness Program office which will include Readiness, Independent Verification Review, and Accelerator programs.
The LANL Readiness program provides the requirements of 10 CFR 830, Nuclear Safety Management , DOE 425.1d, Verification of Readiness to Start Up or Restart Nuclear Facilities , DOE-STD-3006-2010, Planning and Conducting Readiness Reviews , DOE Guide (G) 423.1-1B, Implementation Guide for use in Developing Technical Safety Requirements, Appendix C, Implementation Verification Reviews (IVRs) , DOE O 420.2D, Safety of Accelerators , DOE G 420.2-1A, Accelerator Facility Safety Implementation Guide . The selected candidate will provide overall technical support for these programs.
Operations Specialist 3 ($87,800 - $143,000)
As an Operations Specialist 3, you will support readiness and operational compliance programs through coordination of program activities, documentation, reporting, and process implementation. Responsibilities include:

• Supporting program planning, scheduling, and compliance activities.
• Assisting with budget tracking, resource planning, procurements, and placing procurements.
• Maintaining and updating procedures, operational documentation, and program records.
• Supporting self-assessments, incident investigations, and assisting in preparing DOE reports.
• Supporting and maintaining all program documentation.

Operations Specialist 4 ($106,400 - $176,000)
In addition to the responsibilities of the Operations Specialist 3, the Operations Specialist 4 will:

• Provide input and coordinate readiness and operational compliance programs.
• Manage budget, resource planning, procurement, and procurement tracking activities.
• Develop and implement procedures, documentation systems, and process improvements.
• Oversee assessments, investigations, and regulatory reporting.
• Provide technical guidance and ensure compliance with Laboratory and DOE requirements.
• Develop and maintain program procedures.

What You Need
Minimum Job Requirements:

• Experience and demonstrated skill in technical writing and ability to edit and write comprehensive and detailed reports in a timely manner.
• Demonstrated ability to assume responsibilities and to work independently with minimal supervision.
• Demonstrated proficiency with software applications such as Word, Excel, Outlook, Access, PowerPoint, and SharePoint.
• Ability to learn LANL internal software applications such as Oracle, ILINK, etc.
• Demonstrated experience with logistics, scheduling, and organization of information.
• Experience in an operating nuclear facility utilizing formality of operations principles.
• Demonstrated ability to manage multiple tasks, often with competing deadlines

Education Requirement for the lower-level position: Position requires a bachelor's degree and 5 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be desirable.
Education Requirement for the higher-level position: Position requires a bachelor's degree and 8 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be expected.
In addition to the requirements outlined above, the Operations Specialist 4 must demonstrate:

• Advanced experience coordinating operational, compliance, readiness, quality assurance, or programmatic functions in a complex technical or regulated environment.
• Experience developing, implementing, and improving procedures, processes, performance metrics, and documentation systems.
• Demonstrated ability to lead assessments, investigations, and reporting activities.
• Experience managing budgets, resource planning, procurements, and program execution activities.
• Demonstrated ability for preparing clear, concise and informative reports, correspondence and other written materials
• Demonstrated ability to independently analyze issues, develop solutions, and provide recommendations to management.
• Experience serving as a program resource, leading cross-functional efforts, and coordinating activities among multiple stakeholders.

Desired Qualifications:

• Familiarity with the LANL Readiness Program or have the nuclear background and readiness experience. Readiness Policy documents P115 Series documents.
• Experience participating in a Management Self-Assessments, Contractor Readiness Assessment or other documented formal reviews/assessments.
• Demonstrated success in developing program activities, goals and objectives, creating program evaluation tools and evaluating the effectiveness of the program.
• Demonstrated ability to make improvements to the Program and execute changes to meet requirements while supporting mission parameters.
• Communicates effectively with co-workers, superiors, and DOE
• Experience in developing, implementing, interpreting, and explaining applicable requirements
• Capable of handling difficult and sensitive situations, using sound, independent judgment

Work Schedule: On occasion, team members may be expected to work outside of regular work hours to support the project schedule.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
