Position Specific Description
The Operational Excellence Program Manager leads operational governance, portfolio and program management, financial oversight, and technology optimization across NEER IT. The role establishes and enforces standard practices for project and program delivery, PI planning, portfolio reporting, forecasting, procurement coordination, and performance management to drive consistency, transparency, and strategic alignment across the IT portfolio.
This position owns the NEER IT operational excellence framework, providing governance, best practices, and strategic guidance for budgets, program management, application portfolios, and operational reporting. The role partners closely with IT leadership, Finance, PMO, Vendor management office, and delivery teams to improve operational maturity, optimize investment decisions, streamline processes, and drive continuous improvement initiatives.
Key Responsibilities
Portfolio & Program Management
  • Define and maintain standardized portfolio and program management processes across NEER IT.
  • Lead governance for project management, PI planning, intake, prioritization, resource planning, and delivery tracking.
  • Develop and maintain enterprise portfolio reporting for applications, projects, financials, and operational metrics.
  • Drive operational maturity through implementation of best practices, delivery governance, and performance management standards.

Financial Management & Governance
  • Coordinate monthly financial reporting activities, including analysis of resource costs, purchase orders, invoices, and operational spending.
  • Partner with Finance and IT leaders to develop, validate, and manage monthly forecasts aligned to financial targets.
  • Monitor operational and project spend to identify variances, risks, savings opportunities, and optimization strategies.
  • Build and maintain executive dashboards, scorecards, and reporting for portfolio and financial performance.
  • Provide governance and accountability for project financials, vendor spend, procurement activities, and operational budgets.

Technology Enablement & Operational Excellence
  • Lead operational excellence initiatives focused on cloud optimization, application rationalization, and technology lifecycle management.
  • Partner with Architecture, Infrastructure, and Application teams to identify modernization opportunities and operational improvements.
  • Establish governance processes for application retirement, consolidation, and optimization strategies.
  • Standardize operational reporting and metrics to improve transparency and data-driven decision-making.

Qualifications
Education
  • Bachelor's degree in Business Administration, Information Technology, Engineering, Finance, Operations Management, or a related field.

Experience
  • 5+ years of experience in portfolio management, financial management, PMO operations, IT operations, or operational excellence leadership.
  • Demonstrated success leading enterprise operational governance and continuous improvement initiatives.
  • Experience managing IT portfolios, forecasting, budgeting, procurement coordination, and financial reporting.
  • Proven ability to implement and sustain standardized delivery and portfolio governance frameworks.
  • Experience with executive reporting, KPI development, dashboard creation, and operational analytics.
  • Strong collaboration and communication skills with the ability to influence across technical and business teams.

Preferred Skills
  • Experience supporting Agile and PI planning frameworks.
  • Knowledge of vendor management, procurement, and technology financial management processes.
  • Familiarity with cloud optimization, application lifecycle management, and operational reporting tools.
  • Strong analytical, organizational, and problem-solving capabilities

Job Overview
This position guides teams in the execution of agile initiatives to deliver customer value. Employees in this role train and coach in the use of Scrum, Lean, Kanban, XP, and scale agile framework practices.
Job Duties & Responsibilities
  • Trains and coaches leaders, teams, Product Owners, and Scrum Masters in Lean-Agile practices and mindset
  • Contributes in Communities of Practice (CoP), within the agile network
  • Promotes and encourages collaboration and transparency and builds trusting relationships between business, delivery, and other entities within the organization
  • Facilitates periodic synchronization meetings across several different onsite and distributed delivery teams
  • Prepares program and release backlogs, as well as team and program objectives
  • Tracks, promotes, and publishes completed program features and program and team objectives
  • Manages risk and dependencies, communicates and escalates impediments to facilitate transparency, and reduces bottlenecks
  • Embraces a continuous improvement mindset, and drives the use of agile engineering best practices and innovation
  • Reports on standardized program-level metrics, and understands, tracks, and operates within the program budget
  • Plays an instrumental role in the organization's Agile transformation, acts as a change agent, and shows strong leadership skills with a positive and collaborative attitude
  • Performs other job-related duties as assigned
