Job description

Westwood Curtis is a Jackson, Wyoming–based heavy civil contractor specializing in underground utility infrastructure including water, sewer, and storm systems. We are seeking an experienced Senior Estimator / Operations Manager to lead preconstruction efforts and oversee office-based operational management while partnering closely with our Field Manager to drive execution and profitability. This job is based out of Jackson, Wy.

This is a senior leadership role central to maintaining financial discipline, operational efficiency, and strong client relationships in one of the most demanding construction markets in the country.

Position Overview

The Senior Estimator / Operations Manager will lead all estimating functions and oversee office-based operational management, financial tracking, and project coordination. This role works collaboratively alongside the Field Manager, with both positions operating at the same leadership level.

Together, these roles provide balanced oversight across estimating, financial controls, manpower planning, scheduling coordination, and project delivery. The ideal candidate is confident in their lane, comfortable partnering with field leadership, and motivated by shared accountability for company performance.

Core Responsibilities

Estimating & Preconstruction Leadership

  • Lead all bid preparation using HeavyBid and HeavyJob
  • Develop accurate and competitive cost estimates for underground utility projects
  • Perform quantity takeoffs and analyze project risk
  • Strategically price work to remain competitive while protecting margins
  • Participate in bid strategy discussions and project handoff meetings

Office Operations & Financial Discipline

  • Oversee daily office operations and project coordination
  • Manage and monitor project budgets and expenses
  • Maintain accurate monthly Work in Progress reporting
  • Ensure timely and accurate billing
  • Support job cost tracking and financial visibility across projects
  • Assist with capital equipment planning, purchasing decisions, and lifecycle timing

Collaboration with Field Leadership

  • Work directly with the Field Manager to align manpower, schedules, and project execution
  • Participate in joint operational planning
  • Provide operational support and cross-coverage during high-demand periods
  • Maintain open, professional communication and shared accountability

Client & Community Engagement

  • Build and maintain strong relationships with clients, municipalities, and partners
  • Understand the unique economic and demographic environment of Jackson and the surrounding region
  • Represent the company professionally in public and client-facing situations
  • Remain composed and solutions-oriented during conflict or emergency situations

Regional & Operational Awareness

  • Anticipate scheduling and procurement challenges related to climate and geography
  • Support proactive planning during winter and peak construction seasons
  • Be responsive and available during critical operational events

Qualifications

  • Proven estimating experience in heavy civil construction
  • Strong understanding of excavation and underground utilities
  • Experience managing project budgets and Work in Progress reporting
  • Proficiency with HeavyBid and HeavyJob preferred

Compensation
