Project Overview:
Bechtel National, Inc. (BNI), Bechtel's government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee. UPF is a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy's largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration's largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future. The UPF project works on a 4/10 schedule. Start times are flexible but the standard work week is: Monday - Thursday from 6:00 am to 4:30 pm.
Job Summary:
In this role, you will provide knowledge, expertise, input, training, and consultative support for a discipline or process required for facility commissioning and startup. You will participate in work planning and packaging, turnover coordination, material management and quantities, quality control, and environmental safety and health. You will be an essential resource for specialized technical advice. #LI-EH1
Major Responsibilities:
General
  • Leads support of basic Startup Specialist duties of installation configuration validation and work package development

Work Planning & Packaging
  • Plans and schedules CSU execution activities including sequence and resource requirements for assigned areas of responsibility
  • Prepares Startup Work Packages and Test Work Packages for assigned areas of responsibility

Turnover Coordination
  • Participates in Construction to CSU turnover walkdowns for assign areas of responsibility
  • Interfaces with the Field Engineer as required to support component/system turnover

Material Mgmt. & Quantities
  • Initiates requisitions for field purchases and prepares quantity takeoffs of field purchased material and equipment
  • Tracks field purchases and other purchases required for CSU using procurement systems or other database programs as required

Quality Control
  • Performs walkdowns to validate that the system configuration is in accordance with the design
  • Performs and/or monitors testing of equipment to assure conformance with specifications and compliance with test procedures, that work methods are undertaken safely and activities are supported to meet schedule and cost

ES&H
  • Identifies and resolves/elevates ES&H issues in the field and is a visible 'walk the talk' leader in good ES&H practices

Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or high school diploma/GED and 12-14 years of relevant work experience

Required Knowledge and Skills:
  • In-depth knowledge in the areas of and knowledge of principles and practices related to startup testing and commissioning.
  • Good knowledge of related construction and engineering practices and the economics involved.
  • Knowledge of industry and regulatory standards, and design criteria.
  • Excellent computer skills
  • Excellent oral and written communication skills with experience preparing and presenting test procedures and reports
