Job description

MDW Associates is seeking a Subject Matter Expert (SME) in Strategic Planning & PPBE Analysis to support our Missile Defense Agency customer at Redstone Arsenal, AL, serving as a strategic policy writer and business operations advisor within the Planning, Programming, Budgeting, and Execution (PPBE) environment. The role supports a mission-critical organization responsible for developing and sustaining integrated missile defense capabilities, including emerging initiatives such as Golden Dome for America. The SME Strategic Planning & PPBE Analyst will translate leadership guidance, program objectives, and PPBE-related processes into clear, actionable policy, procedures, training, and business documentation, while collaborating with senior leaders and cross-functional stakeholders to assess operations, identify gaps, and implement policy-driven solutions that enhance consistency, compliance, and mission effectiveness. This position is ideal for a strong writer and critical thinker with experience in federal or Department of War environments, particularly in policy development, process improvement, organizational effectiveness, and PPBE-related business operations.

This is a hybrid position with work based in Huntsville, Alabama. Candidates must be within a two-hour commuting distance or be willing to relocate.

The SME Strategic Planning & PPBE Analyst may perform a combination of some or all of the following duties:

  • Coordinate with Program office key leaders and stakeholders to understand current/future process & policy requirements
  • Observe program office operations, document business processes, including mapping to DoD and/or Agency policy and guidance, and validate policies and processes adhere to program office implementation plans
  • Develop and maintain policies & procedures in accordance with DoD/MDA standards and governing documents
  • Develop and champion change initiatives from conception to adoption by developing and presenting briefing packages, courses of actions, and impact assessments
  • Support standardization of products, processes, policies and procedures in cross-functional workspaces by representing Business Financial Manager in working groups and integrated product teams related to program office modernization
  • Translate complex program office operations, leadership priorities, business rules, PPBE-related processes, and DoW/MDA requirements into clear, accurate, actionable, and user-friendly written products.
  • Coordinate with program office leadership, Business Financial Managers, analysts, and key stakeholders to understand current and future policy, process, documentation, training, and PPBE support requirements.
  • Observe and assess program office operations, document business processes, and map workflows to applicable DoW, MDA, PPBE, and program office policies, guidance, and implementation plans.
  • Prepare executive-level written products, briefings, decision papers, meeting materials, status updates, white papers, talking points, and leadership communications.

Required Experience/Skills:

  • Familiarity with the DoW Planning, Programming, Budgeting, and Execution process and its relationship to program office operations, financial management, and decision support.
  • Experience assessing business processes, identifying gaps or inconsistencies, developing recommendations, and supporting implementation of process improvements.
  • Demonstrated ability to develop clear, concise, accurate, and actionable written products for senior leaders, technical stakeholders, and operational users.
  • Experience writing or maintaining policies, standard operating procedures, process guides, desk guides, training materials, implementation plans, white papers, decision papers, briefings, or similar government-facing products.
  • Strong understanding of federal government or DoW organizational processes, stakeholder coordination, documentation standards, and policy implementation practices.
  • Ability to synthesize information from multiple sources, including interviews, meetings, policies, procedures, systems, and operational practices.
  • Strong analytical, organizational, communication, facilitation, and interpersonal skills.
  • Ability to work independently and collaboratively in a fast-paced, mission-focused environment.
  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and Teams.
  • 15+ years of relevant experience.
  • Strong knowledge of MS Office suite.
  • Excellent Communication Skills (Written and Verbal).
  • The ability to work in a Team environment.

Desired Experience/Skills:

  • MS/MA in business or related field with 10 years or greater of DoW Financial Analyst Experience.
  • Must Work independently and conduct strategic high-level coordination activities.
  • Must be a self-starter able to support multiple complex projects simultaneously.
  • Expert knowledge of MS Office.

Education Requirements:

  • Bachelor's degree in business or a related field.

Security Requirements:

  • Candidates for this position must have a minimum of an Active Secret Security Clearance.
