Summary:
This position supports UNC Health's participation in the North Carolina Rural Organizations Orchestrating Transformation for Sustainability (ROOTS) Hub as part of the State's Rural Health Transformation Program. UNC Health has been selected to serve as the NC ROOTS Region 4 Hub Lead by the North Carolina Department of Health and Human Services (NCDHHS), collaborating with community organizations, healthcare providers, and regional partners to improve the health and well-being of rural populations across Region 4 and throughout North Carolina. This role contributes to initiatives that strengthen rural health infrastructure, advance community partnerships, improve access to care, and support sustainable solutions that address the unique needs of rural communities.
The Privacy Program Manager will be assigned to support UNC Health's Privacy Office. Under the supervision and direction of the Executive Director, Privacy / System Privacy Officer, the Manager implements the essential elements of UNC Health's systemwide Privacy Program, such as educating and training teammates, investigating actual or potential misconduct, conducting audits, monitoring ongoing risks to the organization, and developing policy guidelines. Responsibilities will also include but are not limited to facilitating management responses to audit findings, coordinating and leading governance and oversight committee meetings, advising network entity leadership and management, assessing and mitigating network entity risks, and providing such other professional services as may be directed by senior leaders.
Responsibilities:
The Manager will play a critical role in overseeing and coordinating initiatives related to privacy protection within UNC Health:
  • Leads the day-to-day operations of UNC Health's Privacy program, ensuring that all activities are aligned with legal requirements, industry standards, and organizational policies.
  • Leads people toward meeting the organization's vision, mission, and goals. Ensures that departmental goals match those of the organization and that resources are allocated to meet priorities.
  • Establishes an environment that creates incentives for, and eliminates barriers to, a team environment. Articulates common goals and communicates how individual roles contribute to team success.
  • Develops, implements, and monitors privacy initiatives to ensure they meet regulatory standards and mitigate risk.
  • Ensures timely identification, reporting, and resolution of privacy issues across the organization.
  • Promotes adherence to local, state, and federal regulations such as HIPAA, HITECH, and other relevant healthcare laws.
  • Monitors changes in healthcare regulations and provide updates and guidance to leadership and teammates.
  • Oversees the development and maintenance of policies and procedures that support UNC Health's compliance with relevant privacy laws.
  • Conducts regular assessments to identify areas of risk within UNC Health's practices related to privacy.
  • Implements risk mitigation strategies and act as the key liaison for any privacy audits or investigations.
  • Designs, implements, and manages training programs for UNC Health teammates on privacy topics.
  • Coordinates and provides ongoing education to senior leadership, clinical teammates, and other departments as needed.
  • Develops and maintains a privacy monitoring plan, including audits, internal investigations, and reviews of health system practices.
  • Tracks and reports on program performance metrics and issues related to privacy to senior leadership and regulatory bodies.
  • Collaborates with the internal audit and legal departments to promote compliance with privacy requirements. Collaborates with various departments including Legal, ISD, Risk Management, and others to ensure cohesive program management and adherence to privacy policies.
  • Facilitates communication between departments to resolve privacy-related concerns and support the integration of privacy and security standards across all operations.
  • Leads efforts to continuously improve the privacy program through feedback from audits, assessments, and teammate suggestions.
  • Stays current on best practices and trends within healthcare privacy and apply them to the Compliance and Privacy Program.

Education Requirements:
• Bachelor's degree in health information management, business administration, finance, accounting, operations management, or a related field required.
Licensure/Certification Requirements:
• Certification in Healthcare Compliance ("CHC"), Certification in Healthcare Privacy Compliance ("CHPC"), and/or equivalent certification required within 12 months of hire.
Professional Experience Requirements:
• Requires at least seven (7) years of progressively responsible experience in legal, enterprise risk, compliance, privacy, finance, or related fields with at least one (1) year of direct supervisory/ management experience.
Knowledge/Skills/and Abilities Requirements:
• Excellent written and verbal communication skills. Proven ability to lead complex project initiatives, develop and implement program strategies, and manage multiple projects simultaneously. Thorough knowledge of health care regulations, principles, concepts and practices; Ability to be flexible in accordance with business needs; Ability to provide strategic advice, develop options, analyze risks, make good judgements, and solve problems; Able to develop highly effective working relationships by building credibility, respect and rapport with internal and external customers; Able to effectively and creatively challenge people, situations and current thinking; Proven ability to secure and analyze a range of quantitative and qualitative information and use this in developing strategies, plans, policies and solutions that meet individual and organizational needs; Computer skills including Outlook, Word, Excel.
