Job Description
We are seeking a Contracts Manager to join our Navy Systems team based in York, PA. Our Navy Systems business is a defense contractor that supports all major defense industrial base shipbuilders and has been supplying mission critical cooling and refrigeration equipment and systems to the US Navy for over 100 years. This is an exciting opportunity to provide overall contract management stewardship across the entirety of programs within a growing business and fast-paced environment.
At Johnson Controls Navy Systems (JCNS) we have been supplying air conditioning and refrigeration equipment and services to the US Navy since 1917. The Sr. Contracts Manager will be responsible for all aspects of the Johnson Controls Navy Systems contracts' portfolio, including supporting proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. This role partners with the Program Managers and cross functional organization to optimize program / contract performance to ensure customer satisfaction in support of the business's goals and strategic plan. As a key contributor in the business, you will be actively engaged with the Johnson Controls Navy Systems (JCNS) team reporting into the Director of Programs and Contracts Management.
Location: York, PA (not a remote or work from home type of role)
Salary Range: $140,000 - $180,000 base plus significant bonus incentive. Negotiable based on experience.

Paid Time Off: 3 weeks of paid vacation, 5 sick days, 3 floating holidays, and 10 standard holidays per calendar year (6.5 weeks in total)
Travel Required: Limited travel; most work will be based out of our location in York
As a Contracts Manager, you will:
Review and provide feedback on customer RFIs, draft RFPs, and RFPs. Guides the program on the implications of contract terms and conditions and proposes recommended exceptions
Review and approve contractual documents for protection of the company's contractual/risk posture, satisfaction of contractual requirements and adherence to company policies and therefore a keen attention to detail is essential
Partner closely with the Program Managers, Proposal Manager, and Pricing & Estimating (P&E) to develop and implement proposal strategies.
Operates as a liaison with Legal counsel on contractual matters.
Planning and executing successful contract negotiations and achieving targeted profit rates as well as favorable terms and conditions to assist in meeting profit and cash goals
Leads contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications
Ensures compliance with all contractual requirements, interprets contract requirements for program and functional leadership, drafts formal correspondence, coordinates deliverable submittal with all stakeholders, and reviews and executes contract modifications
Regular and proactive interface and effective collaboration with program, technical and operations organizations in order to provide guidance and direction based on contractual and compliance requirements
Demonstrate commitment and energy to meet customer needs with the ability to provide concise and effective communication through presentation, written documentation or email format with different levels of Management is key
Meet and engage with customers and stakeholders to establish relationships, understand requirements, forecasts and funding, and communicate accomplishments or issues. Facilitate collaboration with customers
Ensures contract compliance with FAR, DFAR, and other DoD agency regulations
Works closely with and is actively engaged with our direct Navy and Shipyard customers.
Establishes and clearly communicates program and contract area department vision, including delivery methodologies and processes, program structure, program quality, and operating within Government defined standards
Lead and participate in contract negotiation and changes; coordinate preparation of proposals, business plans, operating budgets, and financial terms/conditions of the contract.
Identify and assess program risks and issues, and develop resolutions to meet productivity, quality, and customer satisfaction goals and objectives
Interact with senior management and others concerning matters of significance to the company
Additional Qualifications/Responsibilities
Required Qualifications:
8+ years' experience in contracts management roles or related experience
Experience working in a Department of Defense (DoD) contracting environment, preferably supporting the U.S. Navy
Knowledge of Federal laws, regulations, terms, conditions, and policies affecting government contracts, including FAR, DFARS, and other agency regulations
Experience working with internal and external stakeholders to achieve contract objectives
Solid proposal development and negotiation skills with the ability to build strong customer relations
Knowledge and proficiency using Microsoft Office Suite of Applications
Excellent interpersonal and negotiation skills with a proven ability to create and maintain positive working relationships with leadership, peers, indirect staff, and customers
Possesses strong critical thinking skills to enable sound business judgement
Preferred Qualifications:
Experience working with contracts related to manufacturing and/or production
Knowledge of P&L management practices and how contracts can influence overall P&L performance
Experience working with large federal government contracts ($10+ million)
Preferred Education:
Juris Doctorate (JD) of Law
Bachelor's Degree in Business Administration, Engineering, Finance, or relevant degreed program, or equivalent experience.
