Job Description:
NATO HQ Supreme Allied Command Transformation (NATO SACT) is seeking contract support tor the capture, development, architecture, data science and quality assurance of capability requirements and operational analysis necessary to adapt to future threats and explore long-term military strategy to shape how NATO's forces will operate in the future. To support our NATO customer, SimIS Inc seeks a Capability Portfolio Analyst to support NATO Capability Program Managers and projects. The candidate will develop the Capability Requirements Brief and recommended courses of action to resolve issues associated with the life cycle management of requirements using matrixed, cross-functional project- specific Requirements Management teams.
Experience Required:
  • BS degree finance, economics, business administration, mathematics, or accounting.
  • 7 years of experience in portfolio management, program management, project management, or a related technical area.
  • 5 years of experience managing complex military requirements, R&D environments, or digital technologies.
  • Proficiency in enterprise Project Management and Business Intelligence (BI) tools such as Clarity or Qlik Sense.
  • Certified Portfolio Manager (CPM) or Project Management Professional (PMP) is highly desirable.
  • Demonstrable working knowledge/experience of multinational organizations such as NATO.
Responsibilities:
  • Define the portfolio's structure and ensure it reflects and supports the overarching business priorities and strategic goals.
  • Manage the portfolio's governance processes, monitor its performance, and ensure accountability across all projects and programs.
  • Ensure that organizational capabilities and resources are effectively managed, aligned with strategic needs, and optimized for the portfolio's objectives.
  • Maintain comprehensive knowledge and oversight over the planning and execution of all programs and projects within the Capability Portfolio.
  • Support and evaluate project and program proposals, making informed investment decisions to ensure they contribute to the strategic vision.
  • Monitor delivery performance, identify and manage interdependencies between projects, and mitigate potential risks across the entire portfolio.
  • Provide executive reviews and data to support strategic discussions and communicate portfolio progress and performance to stakeholders.
