GSD's State Purchasing Division (SPD) is responsible for managing centralized purchasing throughout the State with a significant number of public procurement activities under its care and control. SPD focuses on providing cost-effective products and services through competitive, open and transparent purchases. SPD issues statewide pricing agreements and cooperative contracts that are made available for use by NM Governmental entities for over $6 billion dollars expended annually. SPD is charged with ensuring compliance with the State Procurement Code, which exists to create an open, fair and competitive procurement process. The role and responsibilities of SPD play an integral part in providing optimum value and quality services to the State.

Why does the job exist?
This position exists to provide procurement services and support to State Agencies and Local Public Bodies for construction-related procurements, commodities, and general services. The position is responsible for managing procurement activities related to Invitations to Bid (ITBs), Requests for Proposals (RFPs), Sole Source procurements, General Services Agreements (GSAs), NASPO agreements, amendments, and other procurement actions for multiple state agencies. The position works closely with agencies, vendors, and stakeholders to ensure procurement activities are completed timely and in compliance with the New Mexico Procurement Code and GSD Rules and Regulations.
How does it get done?
This position is responsible for:
- Processing ITBs, RFPs, Sole Source procurements, GSAs, NASPO agreements, amendments, and related procurement documents.
- Preparing and reviewing bid tabulations, evaluation reports, contracts, price agreements, and procurement documentation.
- Coordinating with vendors, state agencies, and local public bodies throughout the procurement process.
- Maintaining procurement records and updating procurement activities within procurement tracking systems.
- Providing guidance regarding procurement processes, compliance requirements, and procurement procedures.
- Assisting with bid openings, procurement meetings, special projects, and other procurement-related assignments as needed
- Providing high level of customer service to, but not limited to State Agencies, Local Public Bodies and the supplier community.

Ideal Candidate
The Ideal Candidate will have:
- Experience with procurement processes, preferably construction-related procurements.
- Familiarity with procedures to complete RFPs, ITBs, Sole Source, GSAs and NASPO or other jointly procured contracts.
- Knowledge of the New Mexico Procurement Code and procurement regulations.
- The ability to work independently and with others to provide assistance on procurements for SPD buyers.
- Experience using Microsoft Office applications including Word, Excel, Outlook, Teams, and PowerPoint.
- Preferred experience with SHARE, Procurement Tracker, DocuSign, and eProNM
- Must be able to lead procurement meetings with vendors / agencies and coordinate with all division employees.
Minimum Qualification
Bachelor's degree in business administration or a related field and two (2) years directly related experience in governmental or private purchasing practices and procedures. Any combination of education from an accredited college or university in a related field and/or direct experience as it pertains to the essential duties and responsibilities of this classification totaling six (6) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive a Defensive Driving Course Certification, as a condition of continued employment.
Working Conditions
Work is performed primarily in an office setting at the Joseph Montoya Building with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Have the ability to work extended hours; occasional travel may be required.
