Credence has an immediate need for an experienced Program Manager who will be primarily responsible for supporting NGB/A5 in Arlington, VA.

The National Guard Bureau's Plans and Requirements Directorate (NGB/A5) provides support in order to improve combat capability of the Air National Guard (ANG) and Air Force Reserve Command (AFRC) as total force partners as it integrates new capabilities to meet Air Force requirements. NGB/A5 is a small total force partner, leading an effort to rapidly and affordably improve combat capability. NGB/A5 embeds liaisons with acquisition program offices to enable accomplishment of the NGB mission.

Responsibilities include, but are not limited to the duties listed below

  • Provide program management assistance to NGB/A5 and the Air National Guard Air Force Reserve Command Test Center (AATC) for advanced systems and/or aircraft program development.
  • Drive the process of gathering, analyzing, and documenting system requirements from stakeholders. Creates detailed specifications for both software and hardware components.
  • Assistance includes but not limited to: requirements formulation, capabilities alignment, test milestone management, engineering change management, and solution proposals.
  • Advise high level officials on the complete system lifecycle, from crafting achievable acquisition and requirements strategies that successfully navigate the JFRP, to analyzing complex architectural trade-offs, mission risks, and cybersecurity strategies to ensure survivability in contested environments, all while implementing a Modular Open Systems
  • Approach (MOSA) for future-proofing and ensuring the system is fully interoperable within the Joint All-Domain Command and Control (JADC2) environment and/or the Advanced Battle Management System (ABMS) environment.
  • Investigate, analyze, plan, design, implement, or evaluate potential Commercial-Off-the-Shelf (COTS) and/or Government-Off-the-Self (GOTS), crossfunctional capabilities, and develop technical improvements in applicable technology.
  • Conduct cost effective, reliability, and technical risk assessments and scheduling trade-off and risk studies and document the results in technical reports.
  • Develop briefings and presentations, as directed and required, related to the program status.

Requirements

  • Clearance: TS/SCI
  • Bachelor's degree in degree in engineering (astronautical, aeronautical, electrical, computer, mechanical, systems) or computer science is required
  • Thorough knowledge of the Department of Defense/United States Air Force (USAF) Joint Force Requirements Process (JFRP), Department of Defense Architecture Framework (DoDAF), enterprise integration, and developmental planning products
  • A United States Air Force Weapons School (USAFWS) or Test Pilot School (TPS) graduate is highly desired
  • Experience with a major defense program in program management,
  • Developmental and operational testing, practical engineering and/or flight test in support of military acquisitions/sustainment
  • Excellent communication and interpersonal skills to effectively elicit requirements from diverse groups of stakeholders with varying levels of technical expertise
  • Ability to deconstruct complex problems, analyze various solutions, and make informed, data-driven decisions while identifying and resolving potential conflicts in system requirements and architectural design
