Overview:  

  • Location: Remote with periodic travel required
  • Salary: $140,000 - $160,000

We are seeking a Medicaid Policy Program Consultant who will support our client. In this role, you will leverage your Medicaid policy expertise to support state Medicaid agencies in implementing new programs, navigating federal compliance, and strengthening their overall program administration. You will serve as a subject matter expert, hands-on contributor, and mentor to team members while partnering with clients to build healthier communities and stronger futures. This position requires extensive experience working with Medicaid program and policy, either directly within state Medicaid agencies, CMS, or in a consulting capacity. The role is primarily remote/hybrid but includes periodic travel to client sites, including quarterly travel to Guam. 

Duties:  

  • Provide Medicaid policy expertise to state agencies, helping implement new programs, interpret federal requirements, and ensure compliance. 

  • Analyze regulations and sub-regulatory guidance, prepare reports, and present recommendations to clients. 

  • Draft applications for waivers, state plan amendments, grants, and additional funding opportunities. 

  • Serve as a hands-on leader: drafting deliverables, guiding less experienced staff, and supporting team development. 

  • Act as a subject matter expert for both clients and internal teams. 

  • Partner with management and project teams to deliver high-quality solutions and support client success. 

  • Contribute to business development efforts by reviewing proposals, budgets, and client-facing content. 

  • Maintain strong relationships with Medicaid stakeholders, including state officials, CMS, providers, and managed care organizations. 

Mandatory Qualifications: 

  • 15+ years of professional experience, including: 

  • At least 10 years working in Medicaid policy or program roles. 

  • At least 4 years of progressive leadership responsibility within a state Medicaid agency or CMS (culminating in a senior-level role such as Deputy Medicaid Director or equivalent). 

  • Direct experience with Medicaid payment authorities, including waivers and state plans. 

  • Proven track record of analyzing regulations and implementing program changes. 

  • Demonstrated ability to navigate the dynamics of multiple Medicaid stakeholders (members, providers, plans, federal partners). 

  • Strong written and verbal communication skills, with experience presenting to diverse audiences. 

  • Experience managing and mentoring staff, fostering growth, and sharing expertise. 

  • Prior consulting experience with state Medicaid agencies. 

  • Experience supporting or advising on federal-state relations in Medicaid. 

  • Demonstrated ability to lead complex projects with multi-stakeholder engagement. 

  • Experience with Guam or other U.S. territories’ Medicaid programs. 

  • Business development or proposal writing experience.
