About this Job The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. This position plays a critical role in ensuring the accuracy, integrity, and transparency of statewide Medicaid data and reporting that supports executive leadership and compliance with state and federal requirements.

Minimum Qualifications Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR A bachelor's degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties: Administers the daily operations of the Medicaid Reporting Unit, ensuring compliance with state and federal program regulations through the review and analysis of complex, multi-source data and system reports. Directs statewide Medicaid reporting initiatives by establishing program goals, setting strategic direction, and overseeing data analysis activities to ensure accurate and reliable reporting outcomes. Reviews and validates reports and analyses generated by the Business Analytics team to ensure data accuracy, reasonableness, and alignment with program policies, procedures, and business needs.

Leads high-impact, multi-disciplinary projects involving Medicaid reporting, utilization analysis, transparency reporting, dashboards, and program performance measures to ensure timely and accurate deliverables. Serves as the liaison between business stakeholders and technical teams, translating complex reporting and analytical needs into actionable requirements and data-driven solutions. Supervises staff within the Medicaid Reporting Unit by establishing performance expectations, conducting evaluations, identifying training needs, and ensuring compliance with Civil Service and departmental policies.

Conducts and directs research, special projects, and policy analysis related to Medicaid reporting and Business Analytics operations while providing technical assistance and recommendations to executive leadership and program staff.
