Job description

A3 Consulting, LLC is seeking an experienced Senior Manager to support a federal Program Management Office responsible for government-wide personnel vetting modernization and Trusted Workforce 2.0 initiatives. This hands-on leadership role will lead portfolio analysis efforts by collecting, integrating, and analyzing quantitative and qualitative data from multiple sources to support strategic decision-making. The ideal candidate combines strong analytical skills, sound judgment, attention to detail, experience leading small teams, and the ability to communicate complex information through clear written products, data visualizations, presentations, and executive-level briefings. In this job you will:
  • Lead portfolio analysis efforts supporting government-wide personnel vetting modernization and Trusted Workforce 2.0 initiatives by collecting, validating, and analyzing quantitative and qualitative data from multiple sources.
  • Integrate information from agencies, personnel vetting service providers, systems, reports, and other sources to develop a portfolio-level view of implementation progress.
  • Analyze trends, dependencies, performance variations, and cross-agency relationships to identify implementation gaps, governance issues, and opportunities for improvement.
  • Assess the impact of delays, incomplete dependencies, inconsistent adoption, and data quality limitations on program objectives and outcomes.
  • Conduct root cause analyses to explain performance issues and identify where additional research or information is needed.
  • Evaluate the effectiveness of performance measures related to timeliness, quality, efficiency, customer experience, risk reduction, and overall program outcomes.
  • Translate analytical findings into clear, actionable recommendations for executive leadership and interagency decision-makers.
  • Develop dashboards, scorecards, analytical workbooks, data visualizations, executive summaries, issue papers, and briefing materials.
  • Document methodologies, assumptions, data limitations, and calculation methods to ensure transparency and repeatability.
  • Present findings and facilitate discussions with technical and non-technical stakeholders.
  • Collaborate with subject matter experts to validate analyses and ensure recommendations reflect operational, policy, and technical considerations.
  • Serve as A3's senior representative and primary point of coordination for the assigned scope of work.
  • Provide day-to-day leadership, direction, coaching, and support to A3 personnel assigned to the engagement.
  • Build and maintain effective working relationships with the prime contractor, government stakeholders, project team members, and A3 corporate leadership.
Required Qualifications for the role:
  • Bachelorโ€™s degree or demonstrated experience in public policy, economics, statistics, data analytics, engineering, or a related field.
  • Minimum of eight (8) years of relevant professional experience in personnel vetting, personnel security, federal program support, portfolio analysis, performance management, data analytics, management consulting, or a related field.
  • Experience analyzing complex programs, portfolios, operations, or organizational performance.
  • Demonstrated ability to integrate and interpret quantitative and qualitative information from multiple sources.
  • Ability to identify trends, gaps, risks, dependencies, and root causes from incomplete or inconsistent data.
  • Experience developing practical recommendations based on analytical findings.
  • Strong writing skills, including experience preparing executive summaries, reports, briefings, or decision-support materials.
  • Strong verbal communication and presentation skills.
  • Proficiency with Microsoft Excel and PowerPoint.
  • Experience developing dashboards, visualizations, scorecards, or performance-reporting tools.
  • Ability to manage multiple priorities, meet deadlines, and exercise sound analytical judgment.
Preferred Qualifications:
  • Experience supporting federal programs, program management offices, or interagency initiatives.
  • Knowledge of Trusted Workforce 2.0, personnel vetting, background investigations, adjudications, credentialing, or continuous vetting.
  • Proficiency with analytical and data-visualization tools such as Power BI and Databricks.
  • Experience with Artificial Intelligence tools such as ChatGPT, Claude, Gemini, Perplexity, etc.
  • Familiarity with federal policy, governance, and executive decision-making processes.
Security Clearance:
  • Ability to obtain or maintain an Active Public Trust or higher
  • Must be a US citizen

Salary range:
  • The salary range of this position is $185,000 - $210,000 commensurate with experience and achievement.
