Description

DTSV, Inc. is seeking a Temporary Personnel Security Specialist III to provide Entrance on Duty (EOD) support. This role involves evaluating candidates for pre-appointment and interim security clearance recommendations in alignment with applicable Executive Orders (EOs), the U.S. Code of Federal Regulations (CFR), Security Executive Agent Directives (SEADs), and Intelligence Community Directive (ICD) 704. All assessments and recommendations will be made in accordance with established policies, procedures, and guidelines, with the understanding that final EOD determinations are made by authorized federal personnel.


Duties and Skills:

  • Expert knowledge or awareness and adherence to government policies or regulations governing security suitability and eligibility, such as Federal Investigative Standards (FIS), Executive Orders (E.O.) 12968, 13526, and 10450, Code of Federal Regulations (CFRs), Security Executive Agent Directives (SEADs), Intelligence Community Directive (ICD) 704 or other guidelines to make the appropriate EOD recommendation
  • Conduct security checks and review personnel security information using various databases to verify if an individual has the appropriate background investigation requested, and if the individual is eligible for reciprocity.
  • Assist with implementing operational policies, procedures, programs, and standards as required, ensuring the efficient and effective implementation of trusted workforce to include the Continuous Evaluation Program, continuous vetting, and RAPBACK;
  • Initiate background investigations via the electronic questionnaires for investigations processing (eAPPapp) system and obtain a security questionnaire from applicants. Ensure the completeness of the security questionnaires and send the completed questionnaire to Defense Counterintelligence and Security Agency (DCSA), or the designated investigative service provider (ISP). Provide technical assistance to applicants completing their security questionnaire in the eAPP system.
  • Contributes to initiatives to improve functional and/or automated processes within the division.
  • Prepares written documentation in support of the personnel security mission such as internal standard operating procedures, reports, training and instructional materials, and briefings.

Requirements

Education / Certifications:

  • High School Diploma
  • Must have an active Top-Secret clearance

Experience Requirements:

  • Must have 4 years in personnel security experience,
  • Proven experience rendering adjudicative or entrance on duty (EOD) recommendations
  • Must have excellent computer skills using Microsoft Office, etc., excellent written and oral communication, risk-management and problem-solving skills
  • Ability to learn and use specific government/customer systems such as Information Security Management System (ISMS).

Physical Demands:


Work is performed in an office environment. Required to stand, walk and sit; talk or hear, both in person and by telephone. Required to use a computer throughout the work.


**This is a temporary position for approximately eight (8) months, with possible conversion to non-temporary based on workload and/or performance.**
