Job description

Overview
The District Manager is the primary point of daily contact for the VDOT District Supply Program Manager (DSPM) and will be responsible to VDOT for providing customer support throughout the district in accordance with the SLA. The District Manager will coordinate overtime requests made through the DSPM to ensure that all ISSP locations are properly supported during VDOT emergency operations. The District Manager is responsible for hiring qualified candidates, correcting employee deficiencies, enforcing the employee training program, and dismissing underperforming or non-compliant employees. Travel to complete assigned functions will occur both overnight and during weekends.
This is a salaried position.
Responsibilities
Provide quality customer service to include but not limited to the following;
  • Work with VDOT District Supply Program Manager (DSPM) and VDOT District Asset and Inventory Manager (DAIM) in administration of contract.
  • Meet with DSPM and DAIM to assess problems and concerns.
  • Meet with shop and district personnel to assess problems and concerns.
  • Work in conjunction with all MANCON locations to assist in parts availability, parts information and request of items thru transfer process.
  • Review, familiarize with and adhere to Product Group Catalog.
  • Review, familiarize with and adhere to Policy and Procedures Manual.
  • Review, familiarize with and adhere to MANCON's SOPs, Manager Manual, and Safety Manual.
  • Research parts procurement utilizing websites, publications, and equipment manuals.
  • Provide past sales research as requested.
  • Contact vendors for pricing and placement of orders.
  • Answer questions regarding availability of parts.
  • Work with customers to ensure correct items are being procured when necessary.
  • Answer all messages phone\e-mail in a timely fashion.
  • Assist in reviewing all requisition forms to ensure they meet P&P requirements.
  • Monitor and analyze Service Level Reports.
  • Monitor purchases at all sites for compliance of Product Group Catalog as well as obtaining best pricing.
  • Provide training as required.

Inventory Management
  • Review various reports to maintain accuracy and inventory levels at all locations.
  • Review and submit weekly Cyclic Counts to Contract Support Manager.
  • Perform Wall to Wall inventories at all locations and assist in other districts if necessary.
  • Research and perform inventory adjustments.
  • Review min max levels, stock sources and primary vendor requirements to maintain proper stocking levels.
  • Meet with customer representatives to discuss future requirements.
  • Review sales to ensure stocking requirements are being met.
  • Monitor processing of vendor invoices and invoicing paperwork of customer.

Report Review
  • Utilizing the NAV system, generate and review various reports as outlined in daily, weekly and monthly guidelines.
  • Generate and review SLA failures for all locations making stocking suggestions based on min max review.
  • Produce and submit back up for credit card purchases.
  • Review weekly manager's report and take appropriate actions.
  • Ensure timely completion of all items on each supervisor's checklist
  • Review, correct and submit to DSPM for approval; the monthly reconcile difference report.

Other Duties
  • Perform monthly site visits using established check list and report to VDOT Project Manager.
  • Review and submit timesheets to include monitoring VDOT emergency overtime.
  • Investigate and resolve personnel issues.
  • Hire and terminate in accordance with MANCON policies.
  • Provide orientation, employee requirements for VDOT and schedule training.
  • Assist with delivery and pick ups.
  • Provide 24 hour support to VDOT.
  • Investigate product complaints.
  • Supervise all district employees while monitoring all job description activities.
  • Assist with project research and provide findings.
  • Document all levels of discipline; administer discipline in accordance with company guidelines.
  • Assist VDOT store supervisors as needed.
  • Disperse all communications between MANCON corporate and district employees as directed.
  • Participate in the SCM continuing training program
  • Train forklift operators

Qualifications
  • 5 years computer experience
  • 5 years auto parts, heavy duty truck parts, warehouse, or distribution experience
  • 5 years inventory experience
  • 5 years customer service experience
  • 5 years supervisory experience
  • 24-hour availability
  • Valid driver's license with 2 years driving experience
  • Obtain and maintain forklift license
  • Obtain and maintain P1 or P2 ASE Certification
  • Overnight and weekend travel to multiple sites

Physical Requirements
Medium work - Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
