The USPS OIG is seeking a highly qualified applicant to fill our Analytics Experience and Governance Manager position within the Research and Insights Solution Center (RISC), Analytics Operations and Governance Directorate located in Arlington, Virginia. Bring your skills and voice to our team!

The Analytics Experience and Governance Manager is responsible for leading the strategic implementation and administration of data governance, AI governance, data literacy, and customer/user experience (CX/UX) initiatives across the USPS OIG. The manager establishes frameworks that ensure data integrity, responsible AI usage, and intuitive digital interfaces while advancing data literacy across the workforce. The manager supervises the activities of staff engaging in governance implementation, administration, interface design, literacy training, and analytics support.
Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 09/01/2026 will be considered.
The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.
This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $150,610.00 - $193,790.00. The salary figures include locality pay.

  • Responsibilities include the day-to-day management of work; collaborating with superiors, peers, subordinates, and external stakeholders to assure effective data governance, ethical AI deployment, intuitive user interface design, and agency-wide data literacy; and otherwise ensuring continuous progress toward stated goals.
  • Provides authoritative advisory on enterprise data governance frameworks, data stewardship models, data lifecycle management, and privacy compliance standards.
  • Establishes and enforces AI governance policies, ethical standards, risk management protocols, and oversight mechanisms for machine learning models and automated decision systems.
  • Oversees the design, evaluation, and optimization of user interfaces (UI) and user/customer experiences (CX/UX) for internal data portals, analytics platforms, and public-facing systems.
  • Leads agency-wide data literacy programs, developing training curricula, competency frameworks, and learning pathways to elevate data fluency across technical and non-technical staff.
  • Coordinates with technical teams to ensure baseline data analytics systems, relational databases, data architectures, and reporting pipelines align with governance and usability standards.
  • Identifies opportunities to streamline business processes by integrating data governance, ethical AI tools, and human-centered design principles across OIG components.
  • Demonstrates extensive abilities to interact with customers, end-users, and leadership to elicit, understand, incorporate, and document business rules, usability requirements, and governance controls.

Qualifications
MINIMUM QUALIFICATIONS
You must meet ALL of the minimum qualifications listed below.
  • Bachelor's Degree from an accredited college or university

AND
  • Must have experience as a manager/supervisor responsible for establishing work plans and/or directly supervising a staff of subordinates.

AND
  • At least 5 years of specialized experience in the research and development of complex data analytics projects and/or investigative analyses.

DESIRABLE QUALIFICATIONS
  • Professional Certification(s) in the areas of fraud and/or data analytics
  • Knowledge of Postal Service operations

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Knowledge of data governance principles, data stewardship, data lineage, metadata management, and enterprise data architectures.
  • Knowledge of AI governance frameworks, including ethical AI guidelines, model risk management, algorithm auditing, and federal regulations governing automated systems.
  • Knowledge of human-centered design principles, user experience (UX) research methods, and user interface (UI) design for data systems and portals.
  • Skill in designing and executing data literacy programs, curriculum development, and change management strategies to drive workforce adoption.
  • Skill in anticipating and defining policy or user experience challenges, analyzing multi-faceted alternatives, and recommending practical solutions for complex technical issues.
  • Ability to collaborate, delegate, and balance multiple competing priorities, cross-functional projects, and resource constraints across organizational components.
  • Ability to express and present complex technical, policy, and design concepts clearly and concisely, both orally and in writing, for technical, managerial, and non-technical audiences.
