Job Duties
The Virginia Department of Motor Vehicles (DMV) is seeking a Construction Procurement Manager. The Construction Procurement Manager is a senior-level professional responsible for managing complex construction and professional service contracts at the DMV. This includes tasks such as solicitation development, bid and proposal analysis, bond review, contract award, contract management, and other administrative duties.
The position plays a crucial role in ensuring that procurement activities support the DMV's objectives, and are conducted in compliance with applicable laws, regulations, and policies. support DMV's mission, objectives, and clients through timely and cost-effective procurement of construction and professional services goods, services and equipment in accordance with state rules, regulations, polices and internal procedures. The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications
• In-depth knowledge of the Construction and Professional Services (CPSM) Manual, Virginia Public Procurement Act, and other procurement-related regulations
• Virginia Contracting Officer (VCO) or ability to obtain certification within one (2) years of hire
• Proficiency in the use of eVA for procurement activities
• Strong communication skills: both oral and written, with the ability to negotiate and facilitate discussions
• Analytical and problem-solving abilities: capable of interpreting complex regulations, formulating solutions, and analyzing procurement data
• Ability to manage multiple procurement projects independently with minimal supervision
• Demonstrated ability to negotiate and administer contracts, ensuring compliance and addressing vendor issues
• Demonstrated experience in complex construction and professional service procurements, including service contracts, business writing, and fiscal procedures
• Experience with Virginia State procurement regulations and the eVA procurement system
Additional Considerations
• Certification as a Virginia Construction Contracting Officer (VCCO) or similar certification
