Pinnacle Growth Capture Leader - Federal Financial Services (FFS)

What You Will Do

The Pinnacle Growth Capture Leader for the Federal Financial Services (FFS) practice is responsible for shaping, leading, and winning large, complex capture efforts across federal financial management, grants management, revenue, improper payments, financial systems modernization, audit readiness, and regulatory financial operations. This role owns the full capture lifecycle for high-visibility, mission-critical pursuits supporting civilian federal agencies with significant financial, regulatory, and operational mandates.

This leader serves as the single accountable capture owner for major and very large ($25M-$100M+) FFS pursuits, integrating customer engagement, competitive intelligence, solution shaping, teaming, pricing strategy, and proposal execution to deliver compliant, compelling, and operationally credible solutions aligned to federal financial missions and outcomes.

Strategic Capture Leadership (FFS Focus)

  • Lead end-to-end capture strategy for large, complex federal financial services opportunities from early shaping through contract award.
  • Own capture execution for enterprise IDIQs, BPAs, GWAC task orders, and large single-award programs supporting federal civilian financial missions.
  • Develop and manage a multi-year pipeline strategy aligned to agency financial priorities, budget cycles, modernization roadmaps, and regulatory requirements.

Customer Engagement & Mission Understanding

  • Build and sustain trusted relationships with senior leaders and stakeholders across federal financial organizations, including CFO shops, contract offices, financial management offices, program finance leaders, and acquisition executives.
  • Translate federal financial management challenges and regulatory requirements into actionable capture strategies and solution approaches.
  • Lead customer shaping activities, including requirements influence, acquisition strategy insight, and early solution positioning.

Competitive & Win Strategy Development

  • Develop and execute win strategies in highly competitive federal civilian financial markets, including incumbent displacement strategies.
  • Conduct competitive intelligence and Black Hat analysis, assessing incumbents, systems integrators, consulting firms, niche vendors, and small business dynamics.
  • Define clear discriminators, value propositions, and win themes aligned to compliance, financial integrity, efficiency, and mission impact.

Solution Shaping & Partner Integration

  • Partner with finance, technology, and operational leaders to shape integrated financial solutions.
  • Lead teaming and partner strategies, including primes, technology vendors, analytics providers, and small business partners.
  • Ensure solutions address compliance with OMB guidance, GAO recommendations, audit requirements, and financial systems standards.

Proposal Leadership & Governance

  • Provide senior leadership over proposal development for large, complex FFS solicitations, including IDIQs, BPAs, GWAC task orders, and enterprise programs.
  • Establish proposal governance, milestone reviews, executive gate reviews, and leadership engagement for high-dollar, high-risk pursuits.
  • Ensure proposals are fully compliant, operationally credible, and clearly differentiated across technical, management, and pricing volumes.

Financial, Risk, & Compliance Management

  • Own bid/no-bid decisions, capture budgets, and investment strategies for designated major FFS pursuits.
  • Partner with pricing and finance teams to develop competitive, executable pricing strategies that withstand cost realism and affordability scrutiny.
  • Identify and mitigate programmatic, technical, compliance, and performance risks across capture and proposal phases.

Executive Leadership & Talent Development

  • Brief and advise segment leadership and executive stakeholders on capture strategy, probability of win, and investment risk.
  • Lead, mentor, and develop capture managers, proposal managers, and business development professionals supporting FFS.
  • Drive capture discipline, best practices, and continuous improvement across the FFS portfolio.

What You Will Need (Required Qualifications & Experience)

  • Bachelor's degree in finance, accounting, business, public policy, economics, information systems, or a related discipline.
  • Ten (10) or more years of experience in federal civilian business development, capture management, and proposal leadership, with a strong emphasis on Federal Financial Services.
  • Demonstrated success leading large, complex federal civilian captures, typically $25M+ total contract value.
  • Strong understanding of federal financial management environments, including CFO Act agencies, FAR-based procurements, IDIQs, BPAs, task orders, and source selection processes.
  • Ability to travel as needed.

What Would Be Nice to Have (Highly Desirable)

  • Prior experience supporting federal CFO/CIO/CDO organizations, systems modernization, technology, audit readiness, grants management, loans, treasury or other financial transformation initiatives.
  • Deep familiarity with OMB guidance, GAO standards, federal financial regulations, and audit requirements.
  • Experience leading captures involving AI-led transformations, technology modernizations, cyber, data & analytics, platforms or shared services.
  • Background in scaling or transforming capture organizations within federal civilian markets.
  • MBA or other advanced degree.
