The Air Force Civilian Service (AFCS) is looking for a Full-Time Information Technology Program Manager (Application Software/System Analysis) (GS-2210-13) to work as a Knowledge Management Engineer at Headquarters (HQ), North American Aerospace Defense Command and United States Northern Command (NORAD & USNORTHCOM) on Peterson Space Force Base (SFB) in Colorado Springs, Colorado.
Moving expenses will be paid.
Retention and Recruitment incentives may be available based on experience.
Salary: $109,246 - $142,022 per year based on experience.
Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

Qualifications/Requirements:
In this position, you will serve as a NORAD & USNORTHCOM Directorate level Knowledge Management Engineer. You will standardize and harmonize implementation of knowledge management (KM) throughout the Directorate while providing the overarching vision and direction for the digital architecture and integration into the Combatant Command (COCOM) and subordinate organizations in support of mission-critical areas, including decision superiority, information dominance, enhanced mission and organizational performance, and agile learning. This position functions as the technical expert to implement the Directorate's and Commands' KM vision, including leveraging technology in support of mission-critical objectives.
U.S. Citizenship (Required)
This is a designated Drug Testing Position
Must be able to obtain and maintain a "Top Secret" security clearance with access to Sensitive Compartmented Information (SCI).
Must be able to obtain and maintain Department of Defense (DoD) Cyberspace Workforce Framework Foundational qualification within 9 months of assignment; resident qualifications within 12 months of assignment.
Required Core Competencies:
KM & IT Principles: Knowledge of a wide range of Information Technology (IT) and Knowledge Management (KM) principles and systems analysis concepts and techniques, new and emerging information technologies, and security methods and principles.
Requirements Engineering: Knowledge of customers' business processes and operations to anticipate and refine functional requirements.
Project Controls: Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls.
Lifecycle Management: Knowledge of design tools, methods, and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods.
Acquisition Strategy: Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement systems enhancements.
Horizon Scanning: Ability to maintain an up-to-date awareness of technological advances, to apply internet technologies to analyze networks and the related security aspects, and predict how management can meet future requirements.
Joint Frameworks: Knowledge of a wide range of all the Services' military and commercial technical Command, Control, Communications, and Computer methods, principles, and practices such as Department of Defense (DoD) 365-J applications.
Systems Integration: Knowledge of KM capabilities and employment to translate strategies into practical information technology solutions and develop knowledge sharing software applications that integrate agile operational data and information management capability.
Technical Programming Skills: Skill in software programming languages such as jQuery, JavaScript, and HyperText Markup Language (HTML) to determine output formats, design applications, and software applications to be used to support information dominance.
