Job description

Introduction This is highly responsible administrative support work in managing fire department personnel processes. Nature Of Work An employee in this class, under administrative direction, manages personnel processes within the Fire Department. Work is of unusual difficulty and requires the exercise of extensive initiative and independent judgment in administering departmental personnel policies and procedures, serving as a member of the senior command team and participating in the formulation, implementation, and direction of broad policies and programs.

The employee in this class is subject to 24-hour call to respond to major emergency situations and assumes Incident Command responsibilities as needed. Work is reviewed through conferences, reports submitted, and results achieved. Appointed position; employee serves at the pleasure of the Mayor.

Examples of Duties Develops, implements and maintains departmental personnel processes to interface with the city processes; provides assistance to supervisory and management staff regarding city and department personnel policies, interpretation and application; participates in periodic meetings with managers to provide updates on personnel related laws and regulations; meets with employees, listens to their concerns, complaints and suggestions; counsels employees and facilitates conflict resolution between employees or employees and supervisors. Participates in collective bargaining activities and interprets contract provisions on an on-going basis. Ensures that the performance evaluation process is accomplished in a timely and accurate manner; reviews departmental employee performance evaluations; may counsels employees with performance problems and motivates them to set goals for improvement.

Acts as Department Ethics Officer. Coordinates personnel injury situations with human resources and claims management on workers' compensation; develops and approves light duty assignments; reviews disciplinary action requests and approves discipline recommendations; reviews and responds to grievances; advises department managers on appropriate grievance responses; organizes and implements employee recognition programs and processes. Reviews department staffing needs; reviews applicant files, participates in hiring interview process.

Responds to emergency scenes and assists in command functions. Prepares reports and correspondence; assigns, develops and evaluates staff; manages unit budget and work processes. Performs related work as required.

Knowledge, Skills & Abilities Extensive knowledge of: principles and practices of modern firefighting, fire administration, organization and programs, and fire apparatus and equipment; modern developments, current literature and sources of information relating to fire administration. Considerable knowledge of: modern management practices and procedures. Working knowledge of: labor relations, including negotiations, contract administration, and grievance processing.

Ability to: write and speak clearly and succinctly in a variety of communication settings; plan, assign, direct, and coordinate the work of technical and clerical employees in a manner that promotes full performance; blend people into teams when needed and foster open dialogue and participation; establish and maintain effective working relationships with city employees, labor union representatives and the general public; set clear objectives and measures and monitor process, progress and results. Suggested Minimum Qualifications Graduation from an accredited college or university with a bachelor's degree in fire science, fire administration, business administration or related field and three (3) years of experience in fire service; labor relations role in a municipal government environment is desired, to include two (2) years of supervisory experience; or equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above. Licenses or Certifications ALL CURRENT LICENSURES AND/OR CERTIFICATES MUST BE ATTACHED WITH THE APPLICATION Possession of: A valid State of Florida driver's license State of Florida Firefighter Certificate of Compliance Florida State registration as a paramedic or NREMT-Paramedic ICS 300 or the ability to obtain within one (1) year ICS 400 or the ability to obtain within one (1) year Human Resources certification is preferred Examination Evaluation of education and experience.

Drug testing is included in all pre-employment processing. Comments Employee in this class is subject to 24-hour call to respond to major emergency situations and assumes Incident Command responsibilities as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
