Project Background:
Teracore provides financial management support services for our federal customer to assist in achieving their mission to improve homeland security by working with partners (department components, other government agencies, State, local, tribal, and territorial emergency responders and officials) to provide state-of-the-art solutions. Financial management services support is provided to develop long-term plans, develop and implement internal and external performance metrics, develop the agency acquisition strategy, manage the expense programs, provide budget execution, financial management and financial reporting, and assure adequacy of internal controls.
Position Description:
Support a federal client providing professional expert analysis and advice, for the management of the internal controls program, the financial audit readiness and ensuring compliance with regulations. Regulations include (but are not limited to): OMB Circular A-123, Management's Responsibility for Internal Control, and Federal Managers Financial Integrity Act (FMFIA).
Tasks/Responsibilities:
The position will be responsible for internal controls and audit readiness to support annual A-123 compliance effectiveness and corrective actions/MAP processes in support of the Statement of Assurance and eventual DHS clean opinion on Internal Controls.
Required Skills:
  • BA/BS, with a minimum of 3 years experience in business or Government finance planning, auditing, budgeting, and analysis
  • Minimum of 3 years financial report writing, document management and preparation
  • Working knowledge of the OMB Circular A-123 and preferably the Federal Managers Financial Integrity Act (FMFIA)
  • Create/update SOP documents and procedures.
  • Minimum 3 years in Internal Controls Assessment and Audit readiness experience
  • On-site support required (4 days)
  • Excellent oral and written communication skills required
  • Strong consulting and analytical skills required

Desired Skills:
  • Prior DHS experience
  • Knowledge of methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems.

Clearance Requirements:
  • US Citizenship Required
  • Ability to pass a background Investigation required to attain favorable entry on duty (EOD).
