Chenega Supply Chain Solutions (CSCS), a Chenega Professional Services Strategic Business Unit (SBU), supports a variety of federal agencies in mission-critical areas such as Freedom of Information Act (FOIA) processing, records management, and transparency compliance.  

The Senior Management Consultant will serve in a senior advisory capacity, providing expert guidance on the interpretation and application of statutory, regulatory, and policy requirements governing the handling, protection, and disclosure of sensitive government information.  

The position requires advanced professional judgment, deep subject-matter expertise, and the ability to operate effectively in high-visibility, time-sensitive environments. The Consultant will support leadership decision-making, contribute to the resolution of sensitive matters with legal and operational implications, and help ensure organizational compliance while balancing transparency, risk management, and mission requirements.

Responsibilities

The FOIA Senior Management Consultant shall:  

  • Provide expert-level advice and guidance on implementing statutory and policy directives that favor disclosure while protecting information under one or more of the FOIA and/or Privacy Act exemptions when release could reasonably be expected to cause foreseeable harm to national security or other protected interests or violate statutory requirements.  
  • Apply substantive expertise in foreign policy, intelligence, and national security issues, as well as knowledge of federal agency structures and operations, in administering FOIA, the Privacy Act, applicable Executive Orders, and other information access programs.  
  • Serve as a senior member of a team responding to high-priority, time-sensitive FOIA requests and FOIA-related litigation.  
  • Communicate effectively with senior leadership, legal counsel, and interagency partners on sensitive FOIA, Privacy Act, and litigation-related issues.  
  • Collaborate with managers, team leaders, analysts, and agency stakeholders to ensure information access program activities align with organizational objectives and statutory requirements.  
  • Draft, review, and finalize declarations, affidavits, and Vaughn indices in support of FOIA and Privacy Act litigation.  
  • Provide expert and authoritative interpretation of laws, rules, and regulations governing FOIA, the Privacy Act, and related information access programs.  
  • Assist senior leadership with information technology security activities that may require access to classified or sensitive information and secure facilities.  
  • Support workforce development by assisting with training initiatives and helping staff understand and apply work procedures.  
  • Assist senior leadership and legal staff, when approved, by reviewing documents prepared by internal or external stakeholders to ensure accurate interpretation of requirements and timely compliance with court deadlines.  

Qualifications

Education & Experience Requirements 

  • Bachelor’s degree in Political Science, Foreign Affairs, International Affairs/Relations, History, Law, or a related field; and/or Juris Doctor (J.D.) degree. 
  • A minimum of seven (7) years of experience working in or demonstrating expertise in foreign affairs, national security, or a related field, including experience equivalent to the GS-15 level in the federal service or comparable senior-level responsibility in the private sector or another organization. 
  • Demonstrated knowledge of Executive Order 13526, the Freedom of Information Act, the Privacy Act, and/or other federal information access programs. 

Minimum Qualifications 

  • Bachelor’s degree or higher in a relevant field. 
  • At least seven (7) years of progressively responsible experience related to foreign affairs, national security, FOIA, Privacy Act administration, or federal information access programs. 
  • Demonstrated experience interpreting and applying FOIA and Privacy Act statutes, regulations, and exemptions. 
  • Experience drafting, reviewing, or supporting legal or quasi-legal documents related to FOIA or Privacy Act matters. 
  • Strong written and verbal communication skills, including the ability to brief senior leadership. 
  • Ability to work effectively in a high-volume, time-sensitive environment. 
  • Eligibility to obtain and maintain a security clearance and access classified or sensitive information, as required. 

Preferred Qualifications  

  • Juris Doctor (J.D.) degree.  
  • Extensive experience supporting FOIA or Privacy Act litigation, including preparation of declarations and Vaughn indices.  
  • Prior senior-level experience within a federal civilian agency or national security organization.  
  • Advanced familiarity with interagency coordination and information-sharing processes.  
  • Experience advising senior executives on sensitive disclosure or litigation matters.  
  • Experience developing or delivering training related to FOIA, Privacy Act, or information access programs.
