Primary Functions of Position
Under the supervision of the Dean of Student Learning and Innovation, the Student Learning and Innovation Program Specialist provides administrative and program support to the Dean and other members of the department. Additionally, the Specialist acts as the point of contact with the college's textbook vendor to ensure accurate and timely delivery of course materials across the college. With the Dean's input, the Specialist plans, develops, and monitors community service courses and ensures that department documentation for compliance is collected and submitted in a timely and accurate manner. In order to accomplish the objectives of the position, the program specialist performs the following functions:
Essential Duties:
  • Assists in maintaining the course and program records for the Student Learning and Innovation departments.
  • Builds, monitors, and maintains contract spreadsheets each semester for adjunct instructors and full-time instructors' overload.
  • Accurately generates contracts in Colleague for all instructors and maintains employment records and time sheets as needed.
  • Builds sections, registers students, and grades courses for Community Service and other courses and programs in the department.
  • Enters hours for literacy and community service students.
  • Maintains a secure filing system for all confidential client information.
  • Conducts internal audits to comply with FTE compliance reviewer's recommendation to help identify potential audit exceptions.
  • Provides class records and reports for FTE and fiscal auditors/compliance reviewers upon request.
  • Monitors enrollment data throughout the semester to make sure errors are kept to a minimum.
  • Receipts registration monies and validates receipt rosters in the Business Office.
  • Prints and reviews Status of Classes Report on a weekly basis to monitor the progress of registration, cancellation of classes, and receipt of grades for classes which have ended.
  • Verifies timesheets/reports for part-time instructor payroll.
  • Provides information about programs and assists students, visitors, colleagues, customers, and faculty and staff members at the College.
  • Assists with answering incoming calls to the division as needed and assists with walk-in registrations as needed.
  • Serves as an initial point of contact for students, visitors, instructors, and staff; determines the general nature of their needs and directs them to appropriate programs/staff with excellent customer service skills and professionalism.
  • Provides back-up assistance for all other program areas in the Division.
  • Assists with the promotion of department projects and seminars through brochures, mailings, and other correspondence.
  • Maintains a working knowledge of workforce development, continuing education, and curriculum course and program offerings at the college.
  • All employees are responsible to ensure compliance and confidentiality with all policies and procedures of the College, NC Community College System, and applicable State and Federal regulations.
  • Initiates and inputs requisitions for purchase of supplies and materials; keeps accurate records of purchases and reconciles accounts for the division.
  • Assists faculty and staff with blanket, in-county, in-state, and out-of-state travel including processing registrations, making hotel reservations, etc.
  • Ensures accuracy and completeness of staff and instructor budget requests.
  • Prepares and distributes correspondence for the department and division as needed.
  • Provides administrative support for the Dean and division as needed.
  • Serves as the point of contact with BibliU regarding book orders for campus.
  • Coordinates the book orders for the campus each semester.
  • Works directly with BibliU representatives concerning book orders and any subsequent changes.
  • Serves on college committees/workgroups.
  • Performs other duties as assigned by the Dean of Student Learning and Innovation.

NC Retirement System
The North Carolina Retirement System provides the foundation of retirement income for employees who have a career in public service. The mandatory contribution by an employee to help pay for the benefit is 6% each pay period.
To be eligible for retirement benefits the employee must contribute to the plan for at least five years to receive a monthly benefit at age 60. Employees who contribute for 20 years are eligible to receive benefits at age 50, and those contributing for 30 years are eligible to receive benefits at any age.
Employees hired on or after August 1, 2011, would need 5 or more years of vesting period for TSERS retirement benefit eligibility for vested deferred, early and service retirement. Retirement is based on a Defined Benefit Plan 401(a) where employee benefits are sorted out based on a formula using factors such as salary history and duration of employment. Investment risk and portfolio management are entirely under the control of the State Retirement Plan. There are also restrictions on when and how you can withdraw these funds without penalties.
Disability
Eligible employees are covered under the Disability Income Plan if they are (or become) a State teacher or State employee and they are in service and a member of the Teachers' and State Employees' Retirement System or a participant of the Optional Retirement Program.
Disability under the Plan is the mental or physical incapacity for the further performance of duty (the usual occupation) of a participant provided that such disability was not the result of terrorist activity, active participation in a riot, committing or attempting to commit a felony, or an intentional self-inflicted injury.
Benefits from the Plan are not available for a period of 60 continuous calendar days from the onset of disability. The 60-day waiting period is determined from the last actual day of service, the day of the disabling event if the disabling event occurred on a day other than a normal workday, or the day succeeding at least 365 calendar days after service as a State teacher or State employee, whichever is later.
The monthly short-term benefit will equal 50 percent of 1/12th of your annual base rate of compensation last payable to you prior to the beginning of the short-term benefit period (for teachers, annual base rate of compensation includes any local supplement or coaches supplement) plus 50 percent of 1/12th of your annual longevity payment, if any, to a maximum of $3,000 per month.
Long-term disability benefits are payable after the conclusion of the short-term disability period or after salary continuation payments cease, whichever is later. Benefits are payable for as long as you are permanently disabled, provided you meet the requirements described below.

401K Retirement Plan
Traditional pre-tax contributions - Pre-tax contributions are automatically deducted before any federal or state income taxes are taken out. As a result, pay is not impacted by the full amount of the contribution. These contributions grow until withdrawn. At that point, federal and state income taxes will be incurred.
Roth After-Tax Contributions
Roth contributions are automatically deducted from your paycheck after taxes are paid and therefore, reduce take-home pay dollar for dollar. Roth contributions and returns grow tax-deferred and can benefit members who anticipate being in a higher tax bracket while in retirement and would rather pay taxes at today's rate. Upon retirement, members qualify for income tax free withdrawals.
State Health Plan

70/30 PLAN
This plan has lower premiums in exchange for higher copays and coinsurance. Affordable Care Act preventive services and medications are covered at 100%, which means there is no charge to you. An example of such a service included an annual physical.
80/20 PLAN
This plan has higher premiums than the 70/30 Plan in exchange for lower copay and lower coinsurance. In addition, the deductible is lower on this plan than the 70/30 Plan. with this plan, Affordable Care Act preventive services and medications are covered at 100%, which means there is no charge to you. Life Insurance
Basic Life ($10,000) and AD&D is provided to all active full time employees working 30 hours or more per week. Employees have the option to purchase additional life insurance through the Voluntary Group Term Life Insurance benefit through Companion Life Insurance Company. Employees can select $10,000 to $500,000 in increments of $1,000.
The Guarantee Issue Amount for employees under age 60 is $100,000. Employees can also choose life insurance coverage for their spouse and/or dependent children from 6 months to age 26. Term Life 1000 and Universal Life 1000 are additional supplemental life products offered by Colonial Life & Accident Insurance Company.

Annual leave credits are provided for full-time or part-time (half-time or more) non-teaching, regular employees who are working or on paid leave for one-half or more of the regularly scheduled workdays in a month. The rate of leave earned is based on length of total permanent state service. Leave for part time employees is computed as a prorated percentage of the leave earned by full-time employees.
