Job description

Driving and supporting the design and delivery of people development and management programs across Blackpool Transport which will create an environment for high levels of engagement, performance, and innovation. The role will be key to developing and implementing new initiatives, and maintaining training standards across the organisation, to retain and develop talent and help our people to reach their full potential both now and in the future.
Learning and development:

Create and maintain an organisation wide CMS, as well as maintaining the LMS.

Work across the business to implement learning/training maintenance and monitoring, giving assurance to the leadership team.

Oversee the design and piloting of innovative and inclusive leadership development programmes, linked to business goals, building in service excellence and anticipated future business needs.

 
Work closely with Blackpool Transport Managers to identify skills gaps and mitigate risks to business continuity, succession planning, effective talent management and career development. 
 
Monitor and evaluate people development and people management programmes to optimise uptake and ROI, through a blended learning approach, including different coaching and training methodologies.

 
Assist with the evaluation or updating of Learning & Development policies and support Departmental Heads in the implementation.
 
Reviewing, designing and delivering training as required.
 
Work alongside the Human Resources team to develop initiatives for performance improvement, including performance management procedures.
 
Track and monitor training data for KPI's.
 
Actively contribute, and support implementation of the learning and development strategies, and the ultimate people plan.
Managerial requirements:

 
Manage the technical training team for both bus and tram, and support improvement and efficiencies, alongside the supervisor of technical training. 
 
Work closely with the teams to ensure empowerment, growth and development within the roles of each team member.

o Experience in learning and development, talent management, or organisational development.
o Proven ability to manage Competency and Learning management systems
o Strong understanding of employee engagement, performance management, and succession planning.
o Experience in designing, delivering, and evaluating training programmes, particularly leadership development initiatives.
o Managerial experience in technical training environments.
Knowledge & Skills:
o Ability to develop and implement organisational learning strategies.
o Strong data analysis skills for tracking and monitoring training KPIs.
o Excellent communication and collaboration skills, with experience working across multiple teams.
o Ability to manage technical training teams.
Leadership & Management Skills:
o Ability to mentor, develop, and empower teams.
o Organisational skills to lead projects and drive strategic initiatives.
o Ability to assure leadership teams on training compliance, business continuity, and talent development.
Desirable Criteria

o CIPD qualification (highly desirable).
o Previous experience working within public transport or a similar industry.
