Riverside Overview

Riverside Research is an independent National Security Nonprofit dedicated to research and development in the national interest. We provide high-end technical services, research and development, and prototype solutions to some of the country’s most challenging technical problems. All Riverside Research opportunities require U.S. Citizenship.

Position Overview

Works with the RAF to manage cooperative program with the USAF. Provides management and technical support to assist the RAF in developing requirements and assuring the contract deliverables meet operational needs.

Responsibilities

  • Serves as technical expert on US-UK RC-135 RIVET JOINT Foreign Military Sales (FMS) case and Cooperative Program
  • Represents US/UK RJ Cooperative Program Office in all UK-based RC-135 related discussions
  • Advises ISTAR FHQ Commander and Senior Leadership Team on availability, operational, and training issues
  • Updates Cooperative Program Manager and senior team on emerging RJ-related UK government/RAF issues
  • Ensures Cooperative Program Information is shared appropriately amongst relevant stakeholders IAW Sustainment and Follow-on Development (SFD MOU)
  • Works closely with UK Strategic Command Requirements Manager, ISTAR FHQ staff, and USAF staff on the development of UK requirements as part of the USAF requirements process
  • Oversees implementation of aircrew operations, maintenance operations, training, test/evaluation, and safety data sharing procedures for RAF/USAF RC-135 co-manning supporting the Temporary Assignment of Personnel MOU
  • Coordinates with USAFE, ACC, and other relevant agencies on basing and support issues, including BOS
  • Coordinates with US Embassy's Office of Defense Cooperation (ODC) and US Air Force Attaché on matters associated with USAF-RAF partnerships and the US/UK RJ Cooperative Program.
  • Coordinates with UK DE&S Delivery Team on equipment upgrade, logistical, and maintenance issues
  • Authors applicable USAF/RAF Memorandums of Understanding/Memorandums of Agreement
  • Coordinates security and access procedures with national intelligence agencies and the USAF
  • Organizes UK-based US/UK Cooperative Program meetings, including the Steering Committee, Executive Program Management Review, and UK RJ Program Management Review
  • Works closely with leadership teams from local squadrons and L3Harris Field Service Representatives (FSR) on aircraft maintenance and enterprise support issues
  • Advises RAF on RC-135 simulator training issues including the implementation of Project Gladiator
  • Assists Cooperative Program Office in assessing logistics and maintenance operations effectiveness
  • Develops and implements Cooperative Program Office process improvement initiatives
  • Advises Cooperative Program Office on local L3 Harris FSR team composition
  • Assists local L3 Harris FSR team with local and UK-based access and support issues

Qualifications

  • A current TOP SECRET/SCI/TK Security Clearance.
  • A proven record in problem solving, decision making, financial management, and program management
  • Experience with working closely with allied foreign partners
  • Knowledge of Department of Defense acquisition
  • Knowledge of national and international policy relating to intelligence activities
  • Experience with RC-135 RJ weapon systems, communication systems, computer systems, and reconnaissance type systems development, test, evaluation and sustainment roles
  • In-depth knowledge of the RC-135 aircraft and mission systems
  • In-depth knowledge of RC-135 Aircrew training requirements, qualification process, and aircraft ground maintenance weapon system qualification processes.
  • Proficiency in the use of Microsoft Office products, Web based technologies, and virtual meeting collaborative tools
  • Experience working on a HQ staff is desired
