Job description

Everforth ECS is seeking a Knowledge Manager SME to work in the National Capital Region covering the Pentagon, Falls Church, and Fairfax. Please Note: This position is contingent upon contract award.
The War Data Platform (WDP) is a key initiative within the U.S. Department of War's (DoW) AI-First strategy introduced in early 2026. The WDP focuses on operational warfighting data and aims to accelerate the deployment of artificial intelligence (AI) on the battlefield. The WDP extends to Unclassified, Secret, and Top Secret environments, and supports collaboration between Combatant Commands, Joint Staff directorates, Senior Executive Service leaders, and operational analysts.
• The Knowledge Manager SME serves as the senior architect and operator of the WDP Core Integration Knowledge Management ecosystem, ensuring that program documentation, technical runbooks, engineering references, and operational knowledge are centralized, discoverable, and current across all classification domains. In this role, the specialist leads the design and continuous improvement of knowledge infrastructure that empowers developers, operators, mission stakeholders, and leadership to locate authoritative information at the speed of operations.
• Architects, operates, and optimizes the War Data Platform (WDP) Core Integration Knowledge Management system across Unclassified and NIPR, Secret and SIPR, and Top Secret and JWICS environments to centralize information supporting development, testing, authorization, operations, and user adoption of all War Data Platform (WDP) Core Integration service offerings.
• Designs and maintains knowledge repositories using platforms such as SharePoint Online, Confluence, GitLab Wiki, and cloud-native content services to organize program documentation, technical runbooks, DevSecOps procedures, training artifacts, engineering references, customer insights, and operational lessons.
• Aggregates inputs from software engineering, cybersecurity, platform operations, artificial intelligence integration teams, and mission stakeholders to maintain authoritative and auditable knowledge inventories.
• Establishes metadata taxonomies, tagging standards, and retention strategies that strengthen discoverability, archiving accuracy, and mission continuity across all enclaves.
• Coordinates and facilitates recurring War Data Platform (WDP) Core Integration community forums to exchange best practices, discuss operational issues, demonstrate new capabilities, and highlight performance successes across Combatant Commands, Joint Staff elements, and Federal partners.
• Implements artificial intelligence capabilities to automate content generation, classification, recommendation pathways, and search optimization to create adaptive and scalable knowledge flows.
• Develops dashboards reporting content freshness, access frequency, community engagement, and knowledge gap indicators to drive continuous improvement.
• Produces migration plans, system enhancement roadmaps, and governance artifacts that advance enterprise literacy, accelerate mission onboarding, and reinforce the strategic value of War Data Platform (WDP) Core Integration knowledge operations.
• Performs other duties as assigned.
• Current Secret security clearance.
• 15 or more years of progressive experience in knowledge management, information architecture, or a closely related discipline, with demonstrated experience supporting large-scale federal or defense enterprise programs.
• Proven ability to design, implement, and operate enterprise Knowledge Management systems across multiple classification domains, including Unclassified/NIPR, Secret/SIPR, and Top Secret/JWICS environments.
• Hands-on proficiency with knowledge management and collaboration platforms, including SharePoint Online, Confluence, GitLab Wiki, and cloud-native content management services, including experience applying role-based access controls, data-centric tagging, and labeling tools to restrict access based on user credentials and security clearances.
• Demonstrated experience developing and enforcing metadata taxonomies, tagging standards, and content retention policies that support long-term discoverability, version control, and archival compliance across a multi-enclave enterprise.
• Experience aggregating, organizing, and maintaining technical documentation across cross-functional teams, including software engineers, cybersecurity personnel, platform operations staff, and AI/ML integration teams.
• Proven ability to develop and manage reporting dashboards that track content health, user engagement, access frequency, and knowledge gap indicators to inform continuous improvement activities.
• Experience facilitating community of practice forums, stakeholder workshops, or enterprise knowledge-sharing sessions that advance platform adoption and organizational learning.
• Demonstrated ability to apply artificial intelligence or automation tools to enhance content classification, search optimization, and knowledge workflow efficiency within a governed enterprise platform.
• Familiarity with DevSecOps program environments, including experience managing technical runbooks, architecture decision records, and operational procedures within tools such as ServiceNow, Jira, and Confluence.
• Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
• Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management).
