PM2CM, Inc., (Project Management to Construction Management) is a professional services company dedicated to providing Program and Project Management, Construction Management, and Project Controls services during the design and construction phase of projects. Our core expertise is in Project Controls which includes Scheduling, Cost Controls, Document Management and Controls, Budget tracking and monitoring, Estimating, Risk Analysis, Claims avoidance and Mitigation, Change Management, and Earned Value Management.
Position Overview:
PM2CM is seeking an experienced and highly skilled Senior Project Controls Cost Engineer to lead the development and management of comprehensive cost estimates for major and multi-year electric utility projects. This role requires a deep understanding of project controls, cost estimation, and regulatory compliance within the public utility sector.
Hybrid role-three days working remotely and two days on-site (office and/or field, depending on project needs).
Key Responsibilities:
  • Lead the development and maintenance of detailed cost estimates, including labor, materials, contracts, indirect costs, and allowances.
  • Ensure cost estimates are structured to meet project requirements, including work breakdown structures and regulatory compliance (e.g., FERC/CPUC jurisdictional splits).
  • Provide expert consultation on complex cost estimating matters, including unit pricing and market trends.
  • Perform advanced analytics to support business decisions, manage project costs and schedules, and mitigate potential risks.
  • Collaborate with various project stakeholders to gather necessary data and maintain strong working relationships.
  • Lead project control assignments and functional teams throughout the project lifecycle.
  • Prepare and present project controls data for corporate governance, audits, and regulatory filings.
  • Mentor and train junior project controls professionals to develop future talent.

Requirements
Qualifications:
  • Bachelor's degree in Engineering, Mathematics, or a related field; equivalent experience may be considered.
  • Minimum of 10 years of experience in cost estimating and capital projects/construction, preferably within the electric utility sector.
  • Proficient in Microsoft Office Suite, SAP and project controls/cost estimating software.
  • Experience with utility construction, California regulatory environments, and EPC estimation is highly desirable.
