Job description

USmax is seeking a Personnel Security Specialist to independently execute all personnel security functions for the 89th Attack Squadron at Ellsworth AFB, SD. This position manages SCI indoctrinations, personnel security folders, clearance tracking, foreign travel documentation, badge management, and liaison with Ellsworth AFB Security Offices within a TS/SCI SCIF environment supporting approximately 200 assigned airmen.

Responsibilities

  • Conduct security indoctrinations and debriefings on an as-needed basis
  • Maintain and audit Sensitive Compartmented Information (SCI) indoctrinated personnel security folders
  • Process Interim SCI requests as required by mission needs
  • Process and track unit members' foreign travel documentation and update DISS/JPAS accordingly
  • Create and destroy Access Control Security (ACS) Badges for all SCI indoctrinations and debriefs
  • Update and maintain the unit badge roster and Alarmed Facility Access Authorization (AFAA) MFR for Bldg. 1008
  • Process DISS/JPAS visit requests for unit personnel traveling to other SCI facilities
  • Draft, submit, and track security incident reports for all SCI-related items
  • Train unit Special Security Representatives (SSRs) on security protocols and responsibilities
  • Distribute, track, and maintain records of the annual SCI security awareness briefing/training; manage the unit's SCI security awareness program in coordination with SSRs
  • Process and manage Security Information Files (SIF) and For-Cause discharge files for SCI-cleared individuals
  • Update and maintain the unit's SCIF Standard Operating Procedures (SOPs) and Emergency Action Procedures (EAPs)
  • Serve as primary liaison with Ellsworth AFB Security Offices regarding SCIF AF11-007 operations, including coordination with 89th ATKS Unit Security Managers, 28th Bomb Wing Security Forces Squadron, and AFOSI
  • Execute the maintenance and disposal of SCI material IAW Intelligence Community Directives (ICDs), DoD security manuals, AF regulations, and ACC/SSO guidance
  • Facilitate and participate in internal and external inspections for SCIF AF11-007 and applicable subordinate SCIFs
  • Draft and submit annual personnel security reports to ACC/SSO
  • Maintain full compliance with ICD 704/SEADs for Personnel Security
  • Prepare, compose, and distribute memorandums, reports, forms, and briefings formatted IAW AFH 33-337
  • Serve as point of contact for personnel security inquiries; greet visitors, answer/route telephone inquiries
  • Maintain paper and electronic filing systems IAW AFI 33-332
  • Track suspenses and ensure required actions are completed within Government deadlines

Minimum Qualifications

  • Minimum 1 year of experience working in a TS/SCI facility
  • Minimum 1 year of dedicated experience in personnel security processing (e.g., clearance tracking, indoctrinations, debriefings, DISS/JPAS operations)
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook)
  • Proficiency in DoD/AF security databases (DISS/JPAS or successor systems)
  • U.S. Citizenship required

Preferred Qualifications

  • 3+ years of personnel security experience in a USAF, DoD, or Intelligence Community environment
  • Experience processing SCI indoctrinations and managing personnel security folders for 100+ personnel
  • Familiarity with ICD 704, SEADs, and AFMAN 16-1405
  • Experience with DCSA clearance pipelines, e-QIP/SF-86 processing, and adjudication tracking
  • Prior experience as a Special Security Representative (SSR) or Special Security Officer (SSO)
  • Prior USAF military service or equivalent DoD civilian security experience
  • Experience drafting and tracking security incident reports
  • CDSE Personnel Security coursework or certification

Required Education

  • High school diploma or equivalent required
  • Associate's or Bachelor's Degree in Security Management, Criminal Justice, Intelligence Studies, or related field preferred but not required
  • Relevant military training/certifications (e.g., SSO training, CDSE Personnel Security coursework, USAF 3F0X1 or equivalent MOS) may substitute for formal education

Security Clearance Requirements

  • Active TS/SCI clearance (must be current and in-scope)

Work Location / Schedule

  • Core Hours: 0730Lโ€“1630L, Monday through Friday
  • Location: On-site at Ellsworth AFB, SD (no routine telework)
  • Telework: Occasional telework only during base shutdowns/inclement weather (approximately 2x/year); Government-provided laptop with VPN
  • Travel: Local travel within 50-mile radius (not separately reimbursable); no anticipated TDY
  • Federal Holidays: 11 observed federal holidays per year (non-work days)
