The Enterprise Personnel Security Manager is responsible for leading and coordinating centralized Personnel Security (PERSEC) operations and enterprise-wide support functions across Elbit America's cleared facilities. This role serves as the enterprise lead for personnel security operations by promoting standardized processes, responsive customer support, operational consistency, and compliance with the National Industrial Security Program (32 CFR Part 117, NISPOM), Special Security Agreement (SSA) requirements, and other applicable government and corporate directives.
Operating within a decentralized security organization, the Enterprise Personnel Security Manager partners closely with site Facility Security Officers (FSOs), Human Resources, Trade Compliance, Legal, Insider Threat program personnel, and Corporate Security leadership to support enterprise personnel security operations, audit readiness, workflow modernization, metrics reporting, and SSA-related personnel security coordination.
This role is expected to help mature and modernize enterprise PERSEC operations by improving workflows, standardizing processes, enhancing reporting capabilities, and supporting scalable, customer-focused service delivery across the organization.
  • Serve as the enterprise Personnel Security (PERSEC) lead for Elbit America by coordinating and supporting PERSEC operations across multiple cleared facilities and Security teams.
  • Provide functional leadership and guidance to site Security teams supporting PERSEC-related activities across the enterprise.
  • Manage enterprise processes related to personnel security clearances, including initiation, tracking, continuous vetting requirements, periodic reinvestigations, SF-86 processing, fingerprint submissions, and associated compliance activities.
  • Administer and maintain personnel security records and activities within DISS, NBIS, SWFT, eAPP, and other applicable government systems.
  • Oversee enterprise processes for security briefings, debriefings, indoctrinations, and associated documentation requirements for cleared personnel.
  • Coordinate and review classified visit requests and associated personnel security requirements in accordance with company procedures and government requirements.
  • Initiate and track international classified visit requests with the appropriate government agencies and stakeholders.
  • Manage enterprise foreign travel reporting and debriefing processes for cleared employees, including required DISS reporting activities.
  • Coordinate enterprise execution of SSA-related Visit Request (VR) and Contact Report processes by partnering with the Government Security Committee (GSC), Trade Compliance, site Security teams, and employees to ensure compliance with corporate directives and FOCI mitigation requirements.
  • Promote a customer-service-oriented approach to personnel security operations by ensuring responsive, professional, and consistent support to employees, managers, Human Resources, site Security teams, and enterprise stakeholders.
  • Support the continued maturation and modernization of enterprise PERSEC operations through workflow optimization, process standardization, automation initiatives, and operational efficiency improvements.
  • Develop, maintain, and support operational metrics and reporting related to personnel security operations, SSA-related activities, compliance initiatives, and enterprise workload management.
  • Support enterprise audit readiness efforts by promoting standardized PERSEC processes, documentation consistency, and compliance alignment across cleared facilities.
  • Support Security leadership with personnel security-related operational initiatives and special projects as assigned.
  • Perform other related duties assigned by Corporate Security leadership.

Knowledge (Education/License/Certification, Prior Experience)
Education
  • Bachelor's Degree preferred. Equivalent combination of education and relevant experience may be considered in lieu of a degree.

Security Clearance:
  • Active U.S. Department of Defense Secret security clearance required.

Training Pre-requisites (Required):
  • CDSE FSO Program Management for Possessing Facilities (IS030.CU)
  • Insider Threat Awareness (INT101.16)
  • Introduction to Personnel Security (PS113.16)

Certifications/Licenses:
Required: None
Preferred:
  • NCMS, Inc.- Industrial Security Professional (ISP)
  • CDSE - Industrial Security Oversight Certification (ISOC)
  • CDSE - Security Fundamentals Professional Certification (SFPC)

Experience Required:
  • Functional: (Using skill set): 5-7 years of experience supporting personnel security operations within a clearance defense industry environment
  • Industry: 5+ years of experience supporting National Industrial Security Program (NISP) requirements and NISPOM compliance.
  • Management: 2-4 years of experience leading enterprise initiatives, coordinating matrixed teams, or supporting enterprise-level personnel security operations preferred.

Skills and Abilities
Required:
  • Strong working knowledge of the National Industrial Security Program Operating Manual (NISPOM) and personnel security requirements associated with cleared defense environments.
  • Experience administering and utilizing DISS, NBIS, SWFT, eAPP, and other applicable government personnel security systems.
  • Experience supporting personnel security clearance processing, continuous vetting, foreign travel reporting, classified visit processing, and related PERSEC functions.
  • Strong organizational, communication, customer service, and stakeholder coordination skills.
  • Ability to operate effectively in a decentralized, matrixed, multi-site environment.
  • Ability to manage competing priorities while maintaining responsiveness, compliance accuracy, and operational consistency.
  • Ability to identify opportunities for process improvement, operational standardization, and workflow optimization.

Preferred:
  • Experience supporting SSA and FOCI mitigation requirements within a cleared defense contractor environment.
  • Experience utilizing SIMS or similar personnel security management platforms.
  • Experience supporting workflow automation, SharePoint forms/workflows, reporting tools, or operational metrics development.
  • Experience supporting audit readiness, DCSA Security Reviews, or compliance assessments related to personnel security operations.

Travel/Physical Requirements
  • This position requires approximately 10% travel, which may include occasional overnight stays and travel to customer sites, company locations, or industry events.
