Leffler Consulting is seeking an experienced Cost Analyst in Chantilly, VA The position focuses on the resource planning, analysis, and execution of large space development, acquisition, and operation programs in support of the Agency Program Office, Directorate, and staff components. An active TS/SCI clearance is required.
One of our clients in Chantilly, VA needs a Cost Analyst for a permanent position.

Desired experience:
  • Apply the principles, theories, and methods of cost estimation and analysis
  • Develop cost estimates, collect data, and develop models/methods for space systems and their associated ground and launch systems across multiple space related product lines
  • Perform cost estimating using parametric approaches, with preference for space system experience (including software estimating)
  • Conduct tool development using COTS (i.e., Microsoft Excel), custom code, or FOSS (i.e., R, Python)
  • Utilize product-oriented Work Breakdown Structure (WBS) to evaluate technical baseline, assumptions, and risks
  • Evaluate contractor engineering change proposals
  • Perform forward pricing rate and corporate indirect rate analysis
  • Develop government independent cost estimates
  • Conduct assessments on program cost, technical, and schedule baselines, identify key cost and technical risk areas, and translate the risk areas into program cost impacts
  • Support development of program office estimates to support the annual budget build
  • Affordability assessments
  • Analysis of Alternatives
  • Data collection and normalization
  • Perform cost improvement curve analysis, uncertainty analysis, and inflation analysis
  • Apply advanced statistical techniques and interact with customers and colleagues expertly and effectively to resolve problems

Required Qualifications:
  • Bachelor's degree in engineering, physics, operations research, cost analysis, mathematics, finance, economics, business administration, or a similar quantitative field preferred.
  • Years of required cost estimating experience vary according to position level
