Job Description:
This is an on-site position located in Arlington, VA.
The Information Technology (IT) Manager is a strategic, hands-on leadership role responsible for directing the organization's corporate IT infrastructure, support services, and overarching cybersecurity posture. This individual leads the IT team in maintaining, securing, and optimizing a Microsoft 365 GCC-High and Azure Government environment.
The IT Manager serves as the primary technical authority and champion for corporate compliance with federal cybersecurity frameworks, driving the implementation, enforcement, and continuous assessment of controls required for Cybersecurity Maturity Model Certification (CMMC) and NIST SP 800-171. The ideal candidate blends high-level technical architecture and compliance strategy with a commitment to mentoring team members and delivering exceptional user services across the enterprise.

Responsibilities
The IT Manager provides leadership and oversight across all corporate IT operations, technical support tiers, and system administration activities. This role architecture-manages and safeguards the enterprise network, system boundaries, and identity management frameworks (e.g., Entra ID/Azure AD, Intune, RBAC).
The IT Manager owns the internal compliance lifecycle-spearheading the authoring, updating, and testing of System Security Plans (SSPs), Plans of Action and Milestones (POA&Ms), incident response protocols, and disaster recovery strategies.
Additionally, this position oversees IT asset management, software licensing, vendor relationships, and technology procurement aligned with federal standards. As a collaborative partner, the IT Manager provides high-level technical advisory to executive leadership, interfaces with external compliance auditors, and ensures that IT strategies directly support corporate defense and national security business objectives.
Duties
  • Supervise and manage the ISA IT Team functions and personnel by providing day-to-day operational direction, mentorship, and performance management to align team objectives with corporate goals.
  • Maintains the integrity and security of ISA's computer system network and the systems connected to it by implementing robust security baselines, continuously monitoring network architecture, and ensuring maximum system uptime.
  • Oversee and implement compliance requirements (i.e., CMMC and NIST 800-171) and security audits, including leading the preparation, control mapping, and execution required for formal external regulatory reviews.
  • Track and maintain hardware and software inventory, including planning for tech refresh cycles and implementation to optimize lifecycle strategies, minimize operational downtime, and reduce security vulnerabilities.
  • Research, evaluate, and assess new technologies and implement effective solutions for corporate technology needs (hardware and software) that improve organizational efficiency while maintaining rigid federal security compliance.
  • Lead the strategic planning for critical business systems and applications by analyzing enterprise requirements to architect scalable cloud and on-premise solutions that support contract fulfillment and corporate growth.
  • Responsible for the documentation of IT systems, processes, and procedures, which includes authoring and maintaining detailed System Security Plans (SSPs), Plans of Action and Milestones (POA&Ms), and internal technical guidelines.
  • Oversee the architecture, security configuration, and daily administration of Microsoft 365 GCC-High services, Azure Government, Exchange Online, SharePoint, Teams, and identity governance systems to ensure strict adherence to "least privilege" principles.
  • Perform special projects as assigned, including high-priority corporate migrations, infrastructure overhauls, and technical support to executive leadership during proposal and capture phases.
  • Keeps current on knowledge in field of expertise; participates in relevant educational opportunities such as live classes and webinars, reads professional publications, networks with other professionals, and maintains active memberships in professional organizations.

Supervisory Responsibilities
Directly supervises corporate IT staff and personnel functions. Responsible for performance management, career development tracking, and face-to-face mentoring of the IT team.
Clearance Required
Applicants must have at least an active Secret clearance and be able to obtain a clearance at the TS/SCI level. Preference will be given to those who have an active TS/SCI clearance. Applicants must be able to submit documentation establishing U.S. Person status upon hiring. All ISA employees are required to uphold and maintain trustworthiness and suitability requirements of the U.S. federal government.
Experience Required
Experience should include but is not limited to working knowledge of:
  • 5-10+ years of progressive experience in IT infrastructure, network engineering, and system administration, with at least 2-3 years in a dedicated team leadership or supervisory management role.
  • Extensive, deep technical experience configuring and maintaining Microsoft 365 GCC-High, Azure Government, and Entra ID environments.
  • Proven track record implementing and sustaining compliance controls under DFARS 252.204-7012, NIST SP 800-171, and CMMC frameworks, including participation in audit readiness cycles.
  • Expert-level understanding of endpoint management (Microsoft Intune), Mobile Device Management (MDM), and modern firewall/VPN configurations.
  • Superb technical writing abilities with direct experience authoring System Security Plans (SSPs) and IT policies.
  • Strong resourcefulness, communication skill, and the ability to present technical compliance topics clearly to non-technical executive leadership and external business partners.

Education
Bachelor's degree in information technology, Computer Science, Cybersecurity, or a related technical discipline (Master's degree preferred); an equivalent combination of senior-level certifications, extensive military service, or progressive corporate leadership experience may be considered in lieu of a formal degree.
Certification
Must meet DoD 8570.01-M / DoD 8140 IAT Level III or IAM Level II/III baseline requirements.
  • Required Baseline: CISSP (Certified Information Systems Security Professional), CISM (Certified Information Security Manager), or CASP+ CE.
  • Strongly Preferred Additional Certifications: Certified CMMC Professional (CCP), Certified CMMC Assessor (CCA), or relevant Microsoft 365 Certified: Enterprise Administrator Expert certifications.
