Job description

Position Summary

The Manager, IT Application Development, is responsible for the planning, delivery, and ongoing support of enterprise HR and Legal technology solutions across Family Dollar's retail footprint. This role leads internal team members and external development partners to deliver reliable, secure, and cost-effective applications that support critical HR and Legal functions.

The position serves as a central intake and delivery point for systems initiatives, managing demand, priorities, estimates, vendor performance, and execution. The Manager partners closely with Information Technology, all other Support Center resources as needed and third-party vendors to ensure successful delivery, deployment, and continuous improvement of systems at scale.

Key Responsibilities

  • Own intake, prioritization, and delivery of application development initiatives from requirements through deployment
  • Lead and coordinate internal staff, consultants, systems integrators, and hardware/software vendors
  • Provide oversight and technical direction for application development, integrations, and deployments
  • Curate scalable enterprise level solutions that are reliable and optimized for future growth
  • Manage multiple concurrent initiatives while identifying risks, dependencies, and mitigation strategies
  • Oversee HR and Legal technology deployments to ensure minimal operational impact
  • Manage budgets, forecasts, vendor contracts, and change orders
  • Hold vendors accountable to delivery commitments, SLAs, and financial controls
  • Drive process improvement, delivery quality, and operational stability
  • Develop team members through coaching, performance management, and resource planning
  • Travel: 10% or more for project-related events, conferences, and on-site meetings whenrequired

Minimum Qualifications

  • Bachelor's degree in Business, Computer Science, MIS, or a related field and 5+ years of relevant IT experience OR 10+ years of equivalent progressive experience
  • Experience managing internal teams and external development vendors
  • Experience working with systems integrators, software vendors, and hardware providers
  • Strong project and delivery management skills across complex initiatives
  • Experience with retail hardware and services procurement, including contract negotiation
  • Proven ability to manage budgets, forecasts, and vendor financial accountability
  • Strong communication and stakeholder management skills

Preferred Technical Background

  • Familiarity with HR (Payroll, Recruiting, Onboarding, Benefits, Talent Management) and Legal (Contract Management, eDiscovery, Compliance) systems.
  • Working knowledge of:
    • Backend services, APIs, Data feeds and system integrations
    • Data security, privacy laws and protection
  • Experience supportingbusiness critical, highly integrated systems
  • Exposure toAgile or hybrid delivery modelsand SDLC best practices
  • Experience managing enterprise application landscape, specifically HRIS platform Workday
  • General understanding ofcloud platforms(AWS, Azure, or GCP) and enterprise architecture considerations
