Overview

IBTCI is seeking a Project Manager / Team Lead Consultant to provide project management, coordination, and technical oversight services in support of an international procurement support contract for the Millennium Challenge Corporation (MCC). The consultant will serve as the primary interface between IBTCI and MCC for assigned activities, supporting work planning, coordination of technical inputs, quality assurance, and timely delivery of contract deliverables.

Working collaboratively with IBTCI and client stakeholders, the consultant will provide strategic project management support for procurement advisory services delivered to MCC's Program Acquisition & Assistance (PAA) Practice Group and Millennium Challenge Account (MCA) partners worldwide. Assignments will be performed on an as-needed basis in accordance with contract requirements and task assignments.

General Duties and Responsibilities

  • Provide project management and coordination services for assigned contract activities.
  • Serve as the primary liaison with the MCC Contracting Officer's Representative (COR) and IBTCI regarding assigned technical activities.
  • Prepare and maintain work plans, implementation schedules, status reports, and other project management documentation.
  • Coordinate technical inputs from subject matter experts and support integration of project deliverables.
  • Review technical deliverables to promote quality, consistency, and alignment with contractual requirements prior to submission.
  • Facilitate communication and coordination among technical specialists, client representatives, and project stakeholders.
  • Identify implementation risks and provide recommendations for mitigation strategies and corrective actions.
  • Support planning and coordination of procurement training events, workshops, stakeholder consultations, and market outreach activities.
  • Coordinate logistical arrangements and travel planning associated with assigned activities, when requested.
  • Monitor progress against approved work plans and communicate schedule impacts, dependencies, and implementation issues.
  • Support development of quality management approaches and project reporting consistent with contract requirements.
  • Provide recommendations regarding resource planning, implementation approaches, and project execution strategies.
  • Participate in client meetings and technical discussions, preparing meeting summaries and action items as appropriate.
  • Maintain appropriate documentation supporting contract performance and assigned deliverables.
  • Perform other related consulting services as requested under the contract.

Minimum Education

  • Bachelor's degree in Business Administration, Project Management, International Development, Engineering, Economics, or a related field.

Minimum Qualifications

  • Minimum fifteen (15) years of progressively responsible experience managing acquisition, procurement, or international development programs.
  • Demonstrated experience leading complex international projects involving multidisciplinary technical teams.
  • Experience with project planning, scheduling, work planning, staffing, and resource management.
  • Demonstrated experience implementing performance management systems, quality assurance, and quality control processes.
  • Experience serving as the primary client interface for complex technical assistance contracts.
  • Proven experience managing project reporting, deliverable development, review, and submission.
  • Experience overseeing subcontractors, consultants, and short-term technical experts.
  • Demonstrated experience developing and implementing project risk management and issue resolution strategies.
  • Experience supporting or managing international training events, workshops, stakeholder engagement activities, and outreach initiatives.
  • Strong experience maintaining project documentation and ensuring compliance with client policies and contractual requirements.
  • Experience supporting international donor-funded development projects.
  • Excellent written and verbal communication skills in English.
  • Strong organizational, leadership, interpersonal, and problem-solving skills.
  • Ability to manage multiple priorities in a fast-paced international environment.
  • Ability and willingness to travel internationally, including to developing country environments.

Preferred Experience

  • Master's degree in a relevant discipline.
  • Professional certification in Project Management (PMP), PRINCE2, or other recognized project management methodology.
  • Experience supporting international procurement or acquisition programs funded by international development organizations.
  • Experience managing infrastructure, engineering, information technology, or procurement advisory projects.
  • Familiarity with procurement policy development, procurement operations, and international development programming.
  • Experience working with Multilateral Development Banks (MDBs), Bilateral Development Agencies, or Specialized Global Funds and International Programs.
  • Proficiency in French is highly desirable.
  • Experience managing geographically dispersed international teams.

Work Environment

This position is primarily remote with regular coordination with MCC headquarters and project stakeholders. The Project Manager will provide oversight to technical teams supporting international procurement activities and may periodically travel to client locations and partner countries.

Travel
