About the Role
Rackner is seeking an experienced Overall Project Manager to lead a high-visibility professional services program supporting a major Department of the Air Force innovation organization.
This role serves as the senior program leader responsible for contract execution, operational coordination, and delivery oversight across a complex portfolio of support functions including program management, strategic communications, event support, IT services, and facilities coordination.
The Overall Project Manager will serve as the primary interface between contractor leadership and Government program stakeholders, ensuring delivery excellence across a distributed workforce supporting mission-critical innovation initiatives.
This is a designated key personnel position responsible for ensuring operational alignment, execution discipline, and program performance across multiple locations and support teams.
This role offers the opportunity to support one of the Air Force's most visible innovation ecosystems, enabling emerging technologies and mission capabilities that directly impact national security.
What You'll Do
  • Serve as the overall program lead responsible for delivery, coordination, and execution across the full scope of the contract.
  • Act as the primary liaison between contractor leadership and Government program stakeholders, including the Contracting Officer's Representative (COR).
  • Oversee multi-disciplinary contractor teams delivering services across program management, communications, events, IT, and facilities support functions.
  • Manage program execution across multiple geographic locations, ensuring continuity of operations and staffing alignment.
  • Lead program governance and operational cadence, including status reporting, deliverable management, and performance tracking.
  • Manage subcontractor relationships, task assignments, and labor category coordination.
  • Identify program risks and develop mitigation strategies to ensure schedule, quality, and delivery objectives are met.
  • Ensure compliance with security, CUI, and operational security requirements across the program.
  • Provide leadership that enables predictable delivery, operational discipline, and mission success.

What You Bring
  • Bachelor's degree in Project Management, Business Administration, or related field.
  • 10+ years of progressive experience managing complex programs or projects.
  • 5+ years leading large federal programs or contracts with significant operational scope.
  • Demonstrated experience managing contracts exceeding $10M in value.
  • Experience managing cross-functional teams, subcontractors, and multiple labor categories.
  • Proven ability to manage program risks, schedule, and performance across complex delivery environments.
  • Experience implementing change management and program governance processes.

Preferred Qualifications
  • Project Management Professional (PMP) certification.
  • Experience supporting Air Force or Department of Defense programs.
  • Familiarity with federal innovation or research ecosystems.
  • Experience working within IDIQ or task order contract structures.
  • Knowledge of CUI handling, OPSEC, and DD Form 254 requirements.
  • Experience managing distributed teams across multiple locations.
