Job description

Title: C2 Portfolio Analyst

Job Description

We are seeking a C2 Portfolio Analyst with experience supporting Command and Control (C2) mission sets, systems, or modernization activities. This role operates within a senior-level DoD organization supporting strategy, acquisition, modernization, and integration across a broad portfolio of interconnected C2 systems.

You will assess existing and emerging C2 capabilities, including CJADC2 modernization and integration efforts, identify technical and operational dependencies, and work issues across multiple systems and organizations. We are looking for someone who can quickly understand complex C2 issues, bring together technical and operational information, and communicate the implications clearly to senior Government decision makers.

This is an onsite, face-to-face position with periodic travel (10%) and the potential for occasional telework or alternative work schedules.

Key Responsibilities

  • Analyze C2 systems, capabilities, interoperability, dependencies, and modernization activities across the C2 portfolio.
  • Support strategy development, implementation planning, acquisition, transition, and other assessments associated with C2 capabilities and programs.
  • Develop and coordinate technical reports, briefings, read-aheads, information or policy papers, and action packages for senior Government officials.
  • Work technical and programmatic issues from initial tasking through coordination and resolution, integrating inputs from Government, operational, engineering, acquisition, and industry stakeholders.
  • Support C2 modernization and experimentation activities, including analysis of operational deficiencies, lessons learned, and opportunities for capability improvement.

Basic Qualifications

  • 5+ years of experience supporting C2 mission sets, operational planning, force development, deployment, joint targeting, or related activities
  • Experience serving in an action officer or staff officer role within OSD, Joint Staff, Service, Agency, or a comparable headquarters environment
  • Experience integrating technical and operational information from multiple organizations into decision products for senior leadership
  • Knowledge of CJADC2 objectives and modernization efforts
  • Knowledge of the DoD Adaptive Acquisition Framework (AAF) and either JCIDS or PPBE processes
  • High school diploma or GED
  • US Citizen with an active DoD TS/SCI clearance

Preferred Experience

  • Experience implementing, modernizing, integrating, or transitioning military C2 technologies
  • Experience with C2 systems engineering, architecture, interoperability, or integration
  • Experience in a Joint Command or Service operations center
  • Experience with Program Management or Capability Portfolio Management
  • Experience supporting requirements analysis, test and evaluation, trade studies, architecture analysis, or other DoD acquisition activities
  • Knowledge of enterprise architectures, cloud computing, common operating pictures, or related C2 technologies
