The Emergency Management Program Manager leads assigned emergency management programs and initiatives that strengthen the University's ability to prevent, prepare for, respond to, recover from, and mitigate the impacts of emergencies.
Reporting to the Assistant Director of Emergency Management, this position works collaboratively with university leadership, faculty, staff, students, public safety partners, and external agencies to develop, implement, manage, and continually improve emergency management programs that enhance institutional resilience.
This position provides leadership and operational oversight for assigned emergency management functions, supports Emergency Operations Center (EOC) readiness, serves in assigned Incident Management Team (IMT) roles, represents the department as assigned, and participates in the department's 24x7 on-call emergency management program.Job Description

Primary Duties & Responsibilities:

Program Leadership and Administration:

  • Provides leadership and operational oversight for assigned emergency management programs and initiatives that strengthen university preparedness and disaster resilience.
  • Establishes program objectives, operational priorities, work plans, and performance expectations for assigned program areas.
  • Coordinates the work of assigned staff, contractors, interns, student employees, and project teams supporting program initiatives.
  • Develops procedures, guidance documents, templates, and program resources that promote consistent implementation across the university.
  • Maintains program documentation, plans, inventories, and associated emergency management records.
  • Evaluates assigned programs and recommends improvements that enhance organizational resilience and operational effectiveness.

Strategic Partnerships and Program Development:

  • Builds collaborative relationships with university leadership, departments, public safety agencies, government organizations, and external partners to advance emergency preparedness.
  • Collaborates with stakeholders to develop, implement, maintain, and improve emergency management plans, business continuity efforts, preparedness initiatives, training, and exercises.
  • Provides technical guidance, training, and consultation regarding emergency management programs and associated systems.
  • Represents the Emergency Management Department at university meetings, committees, exercises, professional organizations, and regional partnerships.
  • Advises department leadership regarding assigned programs, emerging risks, and opportunities for continuous improvement.
  • Performs other duties and special projects assigned in support of departmental priorities.

Emergency Operations and Incident Management:

  • Supports execution of the WashU Emergency Response Framework and maintains operational readiness of assigned emergency management systems and Emergency Operations Center (EOC) capabilities.
  • Serves as an active member of the Incident Management Team (IMT) and maintains proficiency in assigned incident management responsibilities.
  • Supports incident action planning, emergency response, recovery operations, and post-incident improvement activities.
  • Maintains 24-hour on-call emergency management responsibilities and responds to emergencies as assigned.
  • Coordinates operational activities before, during, and after emergencies to support effective response and recovery.

  • Completion of FEMA, National Response Framework and National Incident Management System courses (NIMS), Incident Command System courses (ICS 100, 200, 300, 400, 700 and 800). International Association of Emergency Managers (IAEM) Certified Emergency Manager (CEM) or ability, qualifications, and commitment to achieve certification within one year of hire.

Preferred Qualifications:

  • Master's degree in emergency management, business continuity, public administration, or related public safety field.
  • Experience in higher education emergency management.
  • Experience leading emergency planning, continuity, preparedness, or exercise programs.
  • Experience serving within an Incident Command System (ICS) or Emergency Operations Center (EOC).
