ABOUT PMA

PMA is a non-profit mutual benefit corporation that serves as a multi-employer collective bargaining agent for approximately 75 shipping lines, stevedore companies, and marine terminal operators in California, Oregon, and Washington ports. West Coast port operations (including non-containerized cargo such as bulk and autos) now support 9.2 million U.S. jobs and contribute 12.5 percent of the U.S. GDP.


PMAโ€™s primary purpose is to negotiate and administer labor contracts with the International Longshore & Warehouse Union on behalf of the Associationโ€™s member companies, as well as administering payroll and certain benefits. Our headquarters and administrative office is located in San Francisco, California, with area offices in Southern California (Long Beach and satellite offices in San Diego and Port Hueneme) and the Pacific Northwest (Portland, Oregon, and Seattle and Tacoma, Washington) in addition to Northern California (Oakland).

SUMMARY


Under the general direction of the Assistant Director, Training, this position is responsible for the effective development, coordination, implementation, and presentation of training programs for the International Longshore and Warehouse Union (ILWU) by performing the following duties personally or through other instructors.

ESSENTIAL DUTIES AND RESPONSIBILITIES:


Train equipment operators to ensure high-quality training, assigning students and instructors, tracking progress, administering performance tests, and entering data into training records.


Coordinate skill training by identifying available equipment for training, assigning students and instructors, tracking progress, administering performance tests, and entering data into training records.


Collect and analyze manpower utilization data to assist in forecasting and justifying training requirements. Assist in managing program training budget, expenses and payrolls for assigned ILWU instructors and students.


Assist in monitoring instructor and student performance, travel to various waterfront locations for classroom presentations and visit member company representatives.


Lead the development of course content for General Safety Training and OSHA requirements for skilled equipment training and teach classes of longshore students.


Participate in the organization and development of training manuals, reference library, testing and evaluation procedures, multimedia visual aids, and other educational materials.


Train assigned instructors in effective techniques for training in the following area: proper use of training aids, simulators, off-the-job training, performance and progress tests and health and safety practices.


Keep current industry knowledge through ongoing education at industry related seminars related to safety, training, accident prevention, and security.


Maintain records and prepare statistical reports to evaluate performance of instructors and monitor progress of trainees.


Attend meetings and seminars to obtain information useful to technical training staff and to inform management of technical training programs and goals.


Assist in the development and conducting of technical training programs.


Manage multiple work sites and oversee related operational responsibilities, including but not limited to site organization and upkeep, vendor coordination, and other site support needs.


REQUIRED KNOWLEDGE, SKILLS AND ABILITIES


Demonstrated experience in training and presenting to a wide variety of people including Equipment Operators, top management, and public groups.


Demonstrated ability to interpret a variety of technical instructions, incorporating multiple abstract and concrete variables.


Understanding of OSHA Longshoring Regulations: 29 CFR 1917/1918 and other regulatory mandates that require development of training programs.


Experience working with union labor is desirable.


Knowledge of industry safety and training agreements.


Ability to manage multiple assignments, prioritize workloads and establish and maintain positive, cooperative and productive working relationships.


Intermediate or advanced proficiency of Microsoft Office applications (Word, Excel and PowerPoint); Oracle experience desirable. Ability to use software tools to present data clearly and concisely.


Convey a professional and positive attitude with action/results orientation to problem solving.


Possess excellent communication, written, oral, interpersonal and teamwork skills to communicate constructively and confidently, listen openly, and collaborate well with staff and others.


Display flexibility to work effectively in a changing environment and ability to adapt to changes in work environment, work assignments, and/or changes in priorities with sustained productivity in a fast-paced environment.


Demonstrated ability in multi-tasking to meet multiple deadlines while maintaining vigilant attention to detail and focus on producing accurate and complete information.


EDUCATION AND EXPERIENCE


Bachelor's degree in related field or equivalent experience preferred.


3-5+ years of training experience or equivalent in a corporate or business setting.


Extensive experience using document management and database systems and software such as Microsoft Word, Excel, PowerPoint as well as Microsoft Outlook.


A valid driverโ€™s license required.


Red Cross CPR/first Aid Instructor certification preferred.

WORK ENVIRONMENT


The position is based in Oakland, CA. PMA offers a fun and professional work environment. This position will require some travel to outside worksites or PMA's Oakland office. Employees are required to work on-site Monday through Friday during regular business hours and may also be expected to remain available on-call or work outside of standard hours, as needed to support Department operations.

PMA offers a competitive salary and excellent benefits: PPO and HMO options with Aetna and Kaiser. PMA offers a defined contribution plan (401K) with a competitive discretionary employer match that equals 100 % of the first 5% and 50% of the next 10% of eligible pre-tax contributions. In addition, PMA provides tuition reimbursement, company-paid training conferences, and certifications.


This position is eligible for auto allowance and a discretionary bonus.
