Job description

One of our major oil and gas clients is seeking a I&E Planner to work on a 12 - month assignment in their facilities in Port Arthur, TX.
Summary:
Seeking an experienced I&E (Instrumentation & Electrical) Planner to support maintenance, turnarounds, and project planning activities. The I&E Planner will be responsible for developing detailed work packages, ensuring accurate job planning, coordinating materials and resources, and collaborating with operations, maintenance, and engineering teams to ensure safe and efficient execution of all I&E-related work. Experience with IPS (Integrated Planning System) is required to support planning, scheduling, and integration of work scopes across disciplines.
Responsibilities:
Work Planning & Scheduling
  • Develop detailed work packages for I&E maintenance, repairs, and projects, including scopes of work, required materials, tools, manpower estimates, and work sequence.
  • Review job scopes in the field to identify work requirements, constraints, and safety considerations.
  • Create job plans that align with refinery standards, safety procedures, and Refinery work processes.
  • Work closely with schedulers to ensure I&E work is properly sequenced and integrated into the overall maintenance and project schedules.
  • Utilize IPS to coordinate planning activities, integrate work scopes, and ensure alignment with overall refinery schedules.
Material Coordination
  • Identify and requisition necessary materials, parts, and tools required for I&E jobs.
  • Collaborate with procurement and warehouse teams to ensure timely delivery of materials and equipment.
  • Verify materials and equipment are received in accordance with specifications and job requirements.
Field Support & Collaboration
  • Work closely with I&E technicians, supervisors, and contractors to ensure work packages are clear, complete, and executable.
  • Conduct field walks to confirm job readiness and proactively address potential issues before work execution.
  • Support maintenance and turnaround teams with technical knowledge, troubleshooting, and issue resolution as needed.
Documentation & Reporting
  • Maintain up-to-date records of all job plans, work packages, and completed work documentation.
  • Track job progress and update work plans as needed based on field feedback and changing conditions.
  • Ensure all work documentation aligns with regulatory requirements, refinery policies, and the company standards.
Safety & Compliance
  • Incorporate refinery safety standards and best practices into all work plans.
  • Identify job hazards and include mitigation measures in work packages.
  • Support pre-job safety reviews and field audits to verify work is executed safely and in compliance with refinery procedures.
Requirements:
  • High school diploma or equivalent.
  • Minimum 5 years of I&E planning experience in a refinery, petrochemical plant, or heavy industrial facility.
  • Strong understanding of refinery I&E equipment (transmitters, analyzers, motors, control valves, etc.) and their maintenance requirements.
  • Proficiency in SAP PM (or similar CMMS system) for work order management, planning, and reporting.
  • Hands-on experience with IPS (Integrated Planning System) for planning, scheduling, and work integration.
  • Working knowledge of P&IDs, instrument loop diagrams, electrical schematics, and technical drawings.
  • Strong organizational skills with the ability to manage multiple work scopes and priorities simultaneously.
  • Strong communication and interpersonal skills to effectively collaborate with maintenance, operations, and engineering teams.
  • Proficiency in Microsoft Office (Word, Excel, Outlook).
Preferred Qualifications:
  • Associate or bachelor's degree in electrical, instrumentation, or related field.
  • Experience within the company work processes and procedures.
  • Knowledge of industry standards such as ISA, NEC, and API.
  • Familiarity with turnaround planning and coordination processes.
