HR & Office Manager

Legal Aid Society of San Bernardino (LASSB)

Location: San Bernardino, California (multiple office and clinic locations throughout San Bernardino and Riverside Counties)

Salary: $80,000–$95,000 annually

Classification: Exempt

Job Summary

The Legal Aid Society of San Bernardino (LASSB) seeks an experienced Human Resources & Office Manager to oversee human resources, office operations, and administrative functions across multiple offices and community clinic locations.

This position serves as LASSB’s primary human resources administrator while ensuring efficient day-to-day operations that support staff and client services. The successful candidate will possess strong knowledge of California and federal employment law, excellent organizational and leadership skills, and the ability to independently manage multiple priorities in a fast-paced nonprofit environment.

The HR & Office Manager exercises independent judgment in administering human resources, operational, and administrative functions while developing and implementing procedures that support organizational effectiveness.

This position reports directly to the Executive Director.

About LASSB

Founded in 1958, the Legal Aid Society of San Bernardino is a nonprofit 501(c)(3) organization providing free civil legal services to low-income and underserved residents throughout San Bernardino and Riverside Counties. Our mission is to improve access to justice by helping individuals and families protect their legal rights, resolve civil legal issues, and achieve greater stability.

Essential Duties and Responsibilities

Human Resources

  • Serve as the primary point of contact for employee relations and day-to-day HR matters.
  • Administer all aspects of the employee lifecycle, including recruitment, onboarding, employment changes, and offboarding.
  • Maintain confidential personnel records in accordance with applicable laws and organizational policies.
  • Interpret and apply California and federal employment laws, including FEHA, ADA, FMLA/CFRA, wage and hour requirements, leave laws, and harassment prevention requirements.
  • Coordinate the ADA/FEHA interactive process and reasonable accommodations in compliance with applicable law.
  • Maintain HR policies, the employee handbook, standard operating procedures, and required employment documentation.
  • Coordinate employee benefits administration, including enrollments and qualifying life event changes.

Payroll Administration

  • Serve as backup payroll administrator and assist with payroll processing using Paychex.
  • Review payroll data, timekeeping records, adjustments, and variable compensation for accuracy.
  • Ensure payroll administration complies with California wage and hour requirements.
  • Maintain payroll documentation and funding allocations required for grants and audits.

Office Operations

  • Oversee daily operations across multiple offices and community legal clinic locations.
  • Coordinate office supplies, equipment, facilities, vendors, and general administrative services.
  • Serve as liaison with IT providers, telecommunications vendors, and building management.
  • Coordinate employee workstations, office equipment, building access, and operational readiness across all office locations.
  • Assist with office opening and closing responsibilities as assigned.

Staffing Coordination

  • Monitor staffing levels, attendance, leave usage, and scheduling adjustments to maintain operational coverage.
  • Coordinate staffing coverage to support uninterrupted client services.
  • Communicate staffing changes with internal departments, courts, and community partners when appropriate.
  • Review time-off requests to ensure appropriate operational coverage.

Recruitment and Training

  • Coordinate recruitment activities from job posting through onboarding.
  • Screen applications, schedule interviews, and assist with hiring processes.
  • Coordinate background checks and pre-employment documentation.
  • Develop and maintain employee training schedules.
  • Coordinate mandatory compliance training and onboarding.
  • Develop training materials and assist employees with operational procedures.

Records and Administrative Support

  • Coordinate mail distribution, document routing, scanning, and records management.
  • Ensure confidential records are maintained and destroyed in accordance with organizational policy.
  • Support secure file management and document retention practices.

Financial and Administrative Support

  • Provide backup support for purchasing, accounts payable, deposits, and expense reporting.
  • Process vendor invoices, expense reimbursements, and payment requests using Bill.com.
  • Assist with vendor management and contract renewals.
  • Support grant compliance, operational reporting, and administrative documentation.
  • Perform other duties as assigned.

Required Qualifications

  • Bachelor’s degree or an equivalent combination of education and experience.
  • Minimum five (5) years of progressively responsible experience in human resources, office administration, operations management, or a closely related field.
  • Minimum three (3) years of supervisory, leadership, or management experience.
  • Demonstrated working knowledge of California and federal employment laws and HR best practices.
  • Experience administering HR functions, employee relations, and employment compliance.
  • Experience with payroll systems such as Paychex, ADP, Paylocity, or similar platforms.
  • Experience using HRIS, applicant tracking systems, and Microsoft Office applications.
  • Strong organizational, analytical, communication, and problem-solving skills.
  • Ability to maintain confidentiality and exercise sound judgment.
  • Ability to manage multiple priorities while maintaining accuracy and professionalism.
  • Reliable attendance and the ability to travel locally between office and clinic locations as operational needs require.

Preferred Qualifications

  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification.
  • Bilingual in English and Spanish.
  • Experience working in nonprofit organizations or legal services.
  • Experience with grant compliance and funder reporting.
  • Basic accounting or bookkeeping experience.

Work Schedule

This position is primarily onsite.

The normal work schedule consists of four (4) ten-hour days, generally Monday through Thursday. Occasional work outside the normal schedule, including Fridays, may be required to meet operational needs and will be scheduled in accordance with applicable wage and hour laws.

Local travel between LASSB offices and community clinic locations is required.

Physical Requirements

This position requires sitting, standing, walking, and occasional lifting of office materials weighing up to approximately 25 pounds.

Compensation and Benefits

Salary: $80,000–$95,000 annually, depending on qualifications and experience.

This salary range represents LASSB’s good-faith estimate of the compensation reasonably expected to be offered for this position in compliance with California law. Starting salary will be determined based on the selected candidate’s qualifications, experience, and internal equity considerations.
